Overview
Water Infrastructure Program Manager (PgmM) – responsible for developing, coordinating, and delivering water infrastructure consulting, design projects and tasks for data center clients. Works with HDR teams and external vendors to meet client needs in environmental, permitting, industrial water/wastewater treatment, building architecture, and related disciplines.
Responsibility Details
This role manages program development, planning, and project delivery for data center water infrastructure, covering front‑end site due‑diligence, consulting, planning, detailed design, construction administration, and commissioning. Services include planning/consulting, design (including O&M/retrofit), and sustainability initiatives aligned with client goals.
Specific Responsibilities
- Incorporate HDR Corporate 2027 Goals into the data center market to achieve industry leadership.
- Communicate strategic growth plans and meet financial objectives for the TMT sector focused on Data Centers.
- Act as Client Manager for water infrastructure Scope with selected North American data center clients and maintain industry visibility.
Business Development Responsibilities
- Identify project opportunities, develop proposals, present to clients, and negotiate scope and contracts.
- Build long‑term, value‑based client relationships and potentially include sub‑consultants, vendors, and equipment manufacturers.
Support to Key Project/Program Delivery
- Lead project management and Principal in Charge assignments to ensure client satisfaction, staff development, and technical excellence.
- Manage daily activities of project teams, assign tasks, provide feedback, and facilitate collaboration.
- Identify and allocate staff for new opportunities, monitor workload, and coordinate work sharing among HDR groups.
- Mentor staff and share lessons learned, standards, and practices.
Qualifications
- Bachelor’s degree (or higher) in Mechanical, Chemical, Environmental, Civil, or related engineering discipline.
- Experience developing and managing client relationships, program, or project pursuits.
- Ability to collaborate across multiple HDR positions and functions.
- Commitment to HDR values and employee‑owned culture.
- Strong verbal and written communication skills.
- Team‑oriented, matrix‑environment experience.
- Proficient in Microsoft Platforms.
- Project management experience delivering data center and industrial sector projects (budget, schedule, contract, quality).
Preferred Qualifications
- Professional Engineer registration.
- PMP or equivalent project management certification.
- 10+ years in industrial water and wastewater engineering.
- 5+ years specifically in the Data Center industry.
- Experience designing water treatment plants (conceptual to detailed design).
- Knowledge of Google Workspace.
Required Qualifications
- Bachelor's degree in Engineering.
- 7 years related experience.
- Minimum 2 years project management experience.
- Professional Engineering license (PE or P.Eng) for the location.
- MS Office and MS Project experience (Access plus).
- Demonstrated leadership skills.

Compensation
Expected range by location:
- Minneapolis: $120,761 – $172,515
- Columbus: $115,010 – $164,300
- Denver: $126,511 – $180,730
