Job Overview

As a Senior Civil Engineer (Lead Instructor) in the Federal Government & Public Services sector, you will develop and deliver high‑quality training on dam fundamentals, inspection techniques, maintenance best practices and field practicum for the Department of the Interior (DOI) Bureau of Reclamation Dam Safety Office. The role requires subject‑matter expertise, instructional design skills and the ability to translate complex engineering concepts into engaging, actionable learning experiences.

Responsibilities

• Provide technical expertise on dam operations, spillways, and outlet works.
• Develop, review and update classroom modules on dam fundamentals, inspection techniques, O&M best practices and device‑specific instruction.
• Ensure all training content meets DOI safety standards and technical accuracy.
• Transform dam O&M principles into practical training modules operators can apply immediately.
• Author classroom modules, field practicum checklists, site‑specific appendices, and conduct peer reviews of slides and workbooks.
• Mentor junior instructors and contribute to instrumentation overviews.
• Coordinate with Geotech and Hydrology SMEs to integrate failure‑mode content.

Qualifications

• BS in Civil Engineering (BSCE) required; MS preferred.
• PE license in any state (reciprocity obtainable).
• 10+ years of civil/water‑resources experience focused on dams, canals or reservoirs.
• Prior federal owner/operator or consultant experience, familiarity with DOI SOD frameworks.
• Experience in training delivery or technical facilitation preferred.
• U.S. citizenship required.

• Hydraulic/hydrologic fundamentals, spillway/outlet operations, inspection documentation, drawing reading and technical writing.

• Project management methodology knowledge.
• Strong analytical, organizational and time‑management skills.

Additional Requirements

• Active Secret clearance with eligibility for TS/SCI or full TS/SCI is mandatory; classification process at proposal time.
• Compliance with FAR 52.204‑2 and DoD security requirements (DD Form 254, DD Form 441, DoD  ‑M).
• Required background check, education and license verification; drug testing may be required.
