Program Risk Manager, BPAThe Program Risk Manager supports Quanta Government Solutions' program with the Bonneville Power Administration (BPA) by leading the identification, assessment, and mitigation of risks across all active and planned projects within the QGS BPA portfolio. This role ensures that risk management practices align with federal program requirements and BPA contract standards, providing leadership and the project teams with clear visibility into threats, opportunities, and recommended actions to protect schedule, budget, and performance.Locations: Portland, OR / Vancouver, WAReports To: Senior Program ManagerClassification: Full-Time, ExemptWhat You'll DoLead the development and maintenance of the program risk register across all BPA projects, including identification, quantification, and prioritization of risks to schedule, cost, and scopeConduct regular risk assessments and facilitate risk workshops with project teams, subcontractors, and BPA stakeholders to ensure proactive identification and mitigation of emerging threatsDevelop and implement risk mitigation strategies and contingency plans in coordination with project managers, project controls, and the Senior Program ExecutiveProvide regular risk reporting and dashboards to program leadership, translating complex risk data into clear, actionable summaries for executive and client audiencesMonitor risk triggers and escalate critical issues to leadership with recommended response actions; track mitigation effectiveness and adjust strategies as conditions changeEnsure risk management processes comply with BPA contract requirements, federal acquisition standards, and QGS internal policiesCollaborate with the project controls and scheduling teams to integrate risk-adjusted forecasts into program baselines and earned value reportingPerform additional duties as assigned to support program delivery and organizational objectivesWhat You'll BringRequired Education and ExperienceBachelor's degree in Engineering, Construction Management, Business, or a related field.8+ years of experience in risk management, project controls, or program management within construction, EPC, or federal contracting environments.Demonstrated experience developing and maintaining risk registers, conducting quantitative and qualitative risk analysis, and facilitating risk workshops.Strong analytical and communication skills with the ability to present complex risk information to executive and client audiences.Familiarity with federal program requirements and contract compliance standards.Experience managing and reporting on program-level risks, including quantifiable impacts across multiple concurrent projects.Preferred Education and ExperienceExperience supporting BPA, DOE, or other federal utility/energy programs.Background in transmission, substation, or power infrastructure construction.Experience with Monte Carlo simulation, risk modeling tools, and enterprise risk management platforms.Required Licenses/CertificationsNone requiredPreferred Licenses/CertificationsPMI Risk Management Professional (PMI-RMP) or PMP certificationTravel RequirementsTravels: YesPercent of time: 25%Overnight required: OccasionallyPhysical DemandsStationary Position - FrequentlyPushing/Pulling/Reaching - SeldomClimb - SeldomKneel - SeldomGrab - SeldomBend - SeldomLift/carry over - 10 - 30 LBSVision - 20/20 Corrected VisionHearing - Receive detailed information if spoken toWorking ConditionsWet or humid - SeldomWorking near or on moving mechanical parts - SeldomWorking near or on heavy machinery - SeldomWorking in high places - SeldomExposed to fumes or airborne particles - SeldomExposed to toxic or caustic chemicals - N/AFrequency of working in outdoor weather conditions - SeldomWork with Electricity - SeldomWork with explosives - N/AWork on or near a source of radiation - N/ALoud noise conditions (above 87dB) - SeldomOther Environmental Factors including weather conditionsNote: This job description is not designed to cover or contain a comprehensive listing of activities, duties or responsibilities that are required of the employee.
