Program ManagerKoniag Professional Services LLC, a Koniag Government Services company, is seeking an experienced Program Manager to support our Indian Health Service (IHS) customer in Rockville, MD. This position requires the candidate to be able to obtain a Public Trust. This position is for a Future New Business Opportunity.

The ideal candidate will provide strategic leadership for the Office of Environmental Health and Engineering (OEHE) information technology initiatives. This position is on-site in Rockville, MD.Essential Functions, Responsibilities & DutiesServe as the primary point of contact with the OEHE Leadership team and the Contracting Officer's Representative (COR)Attend status meetings and ad hoc meetings with stakeholders, accompanied by technical leads when necessaryEnsure operational status of customer's systems, networks, and applicationsAssess policy needs and develop governance protocols for IT activitiesKeep leadership informed of system status and troubleshooting/recovery activitiesProvide strategic planning, capital planning, acquisition support, investment control, and schedulingManage all contracted personnel and subcontracted resourcesOversee program control and management to ensure timely, cost-effective delivery while maintaining high quality performanceHandle personnel management including development, training, staff clearance maintenance, and evaluationAllocate and schedule contract resources efficientlyCoordinate communication between Government management and technical resourcesPrepare correspondence, reports, briefing materials, and published documentationHandle budget and financial management responsibilitiesDevelop strategic planning documents for the divisionConduct budget assessments to project spending rates and draft responses to information requests on Division budget statusEducation and Experience RequiredBachelor's degree in Information Technology, Computer Science, Business Administration, or related field15+ years of relevant experience in IT program managementProject Management Professional (PMP) certificationDemonstrated experience managing teams of over 15 peopleRequired Skills and CompetenciesProven experience managing diverse IT disciplines including ColdFusion Custom Application Maintenance and SupportStrong background in Financial System Integration SupportExperience with Security and Compliance protocols in government environmentsExpertise in Performance Monitoring and Optimization techniquesKnowledge of system modernization to newer platformsExperience with Geospatial Integration SupportProficiency in Documentation and Knowledge Transfer ProcessesUnderstanding of Disaster Recovery planning and implementationExceptional communication skills, both written and verbalStrong leadership and team management abilitiesExcellent problem-solving and decision-making skillsProficient in budget management and financial projectionsAbility to maintain strong customer relationshipsRequirementsAbility to obtain a Public TrustDesired Skills and CompetenciesMaster's degree in relevant fieldAdditional project management certifications (Agile, ITIL, etc.)Experience working specifically with Indian Health Service or similar federal health organizationsKnowledge of healthcare IT systems and infrastructureExperience in federal acquisition and procurement processesBackground in healthcare policy and regulationsUnderstanding of tribal health systems and governanceAdvanced reporting and analytics expertiseOur Equal Employment Opportunity Policy The company is an equal opportunity employer.
