We are seeking an experienced Infrastructure Program Manager to lead a large-scale infrastructure efficiency, consolidation, and decommissioning program across a complex telecommunications environment.


This position will bring together multiple technical and operational workstreams, including infrastructure consolidation, energy efficiency, DC power optimization, cooling efficiency, network shutdowns, equipment decommissioning, and site exits.


The successful candidate will act as the central program owner, coordinating teams across infrastructure, engineering, network operations, energy, real estate, field operations, and external suppliers to deliver measurable reductions in energy consumption, infrastructure footprint, and operating costs while minimizing operational disruption.


Key Responsibilities

  • Lead the end-to-end delivery of infrastructure efficiency, consolidation, and decommissioning initiatives.
  • Develop and maintain integrated program roadmaps, milestones, dependencies, and delivery plans.
  • Coordinate infrastructure, network, energy, HVAC/cooling, property, and field-service workstreams.
  • Develop and manage site consolidation, infrastructure removal, and site-exit plans.
  • Coordinate DC power and rectifier optimization, replacement, retrofit, and consolidation activities.
  • Identify opportunities to reduce infrastructure power consumption and cooling requirements.
  • Coordinate network shutdown, migration, and legacy equipment decommissioning.
  • Establish and maintain validated site and asset baselines for program planning and benefits measurement.
  • Manage program RAID, dependencies, risks, issues, and governance.
  • Resolve cross-functional governance and approval blockers.
  • Manage budgets, forecasts, commercial dependencies, and supplier performance.
  • Coordinate engineering teams, field resources, OEMs, and third-party delivery partners.
  • Track measurable program benefits, including energy, infrastructure, and operating-cost reductions.
  • Provide program reporting to senior stakeholders covering progress, risks, finances, dependencies, and benefits realization.
  • Support business cases and delivery strategies for infrastructure replacement, retrofit, reuse, and recovery.
  • Maintain appropriate operational controls when changes are performed on live infrastructure.


Required Experience & Skills

  • Proven experience as a Program Manager or Senior Program Manager delivering complex infrastructure programs.
  • Experience in telecommunications, data centers, critical infrastructure, or similarly complex physical infrastructure environments.
  • Experience delivering large-scale infrastructure consolidation, decommissioning, transformation, or site-exit programs.
  • Strong understanding of DC power infrastructure and telecom rectifier environments.
  • Understanding of energy efficiency, infrastructure power consumption, and cooling optimization.
  • Experience coordinating multi-site field delivery and infrastructure decommissioning.
  • Strong program governance, RAID, financial management, and benefits-management experience.
  • Experience managing cross-functional dependencies involving engineering, operations, property, suppliers, and field teams.
  • Strong analytical and data-management skills, particularly around site and asset-level information.
  • Strong commercial and supplier-management experience.
  • Ability to communicate effectively with technical, non-technical, and senior stakeholders.
  • Strong understanding of operational risk when delivering changes within live infrastructure environments.

  • TDM, voice, and DACS decommissioning
  • Infrastructure asset, inventory, and site-management systems
  • PUE and energy-consumption measurement
  • Field-service, asset recovery, and infrastructure logistics
