We are seeking an experienced Product Manager to lead a major, multi-year application modernization initiative. This business-critical platform handles public intake, workflow management, and resolution tracking. The Product Manager will own the product vision, prioritize the product backlog, and guide cross-functional teams through the entire lifecycle from design and architectural planning to development, testing, and deployment.
Key Responsibilities
• Define, own, and execute the end-to-end product strategy and modernization roadmap.
• Elicit, analyze, and manage functional and business user stories from diverse operational and executive stakeholders.
• Translate complex business requirements into clear user stories, acceptance criteria, and prioritized backlog items.
• Partner with solution architects, software engineers, UI/UX designers, and third-party vendors to determine modern platform and integration approaches.
• Lead and facilitate Agile ceremonies, including backlog grooming, sprint planning, sprint reviews, and retrospectives.
• Prioritize features, technical debt, and defect remediation based on business value, dependencies, and project milestones.
• Establish product KPIs and performance metrics to evaluate platform adoption and delivery success.
• Support organizational change management, end-user training, and adoption efforts.
• Ensure all technical deliverables comply with standards for security, data privacy, and accessibility (WCAG).
• Proactively identify technical dependencies, operational risks, and delivery roadblocks to drive timely resolutions.
• Schedule: Full-time, 40 hours per week
Required Qualifications & Experience
• Proven track record serving as a Product Manager leading complex legacy application modernizations or enterprise-scale software implementations.
• Deep experience in Agile/Scrum frameworks, user story development, and backlog prioritization.
• Strong technical fluency with the ability to collaborate effectively with architects and engineers on system architecture, cloud integration, and UI/UX design.
• Demonstrated ability to lead cross-functional stakeholder alignments across business and technical domains.
• Familiarity with enterprise security compliance, data privacy standards, and WCAG accessibility guidelines.
• Excellent verbal, written, and executive presentation communication skills.
Required / Desired Skills
• Experience as a Product Manager leading $10M large scale public sector modernization efforts Required - 5 Years
• Demonstrated experience modernizing legacy applications or leading digital transformation projects Required - 5 Years
• Strong experience gathering user stories from diverse business stakeholders and converting them into actionable product backlogs Required - 5 Years
• Working knowledge of Agile/Scrum methodologies and tools (Azure DevOps, Jira, or similar). Required - 5 Years
• Experience with overseeing and testing of large data conversions Required - 5 Years
• Excellent written and verbal communication skills, with the ability to communicate effectively with both technical and non-technical audiences Required - 5 Years
• Strong organizational and prioritization skills with the ability to manage competing demands Required - 5 Years
• Experience with enterprise application modernization (e.g., migrating from legacy platforms, moving to modern architectures). Required - 1 Years
• Familiarity with Microsoft technology stack, cloud platforms (Azure), or content management systems Required - 1 Years
• Experience with process improvement and business process reengineering Required - 1 Years
• Knowledge of accessibility standards (WCAG 2.1) and public-sector compliance requirements Required - 1 Years
• Previous experience working with government agencies or similar public-sector organizations Required - 1 Years
