DescriptionThe Product Manager is responsible for driving both the long-term product direction and day-to-day execution of key solutions within the Enterprise Records Management (ERM) Suite, supporting Clerks and Recorder’s offices, Register of Deeds, and other local government agencies across the US.This role operates as a hands-on product leader, ensuring that product strategy is translated into clear requirements, prioritized work, and high-quality releases that support land records management, document recording, indexing, archival, and public access workflows.Working closely with customers, stakeholders, and cross-functional teams, the Product Manager plays a critical role in shaping solutions that meet statutory requirements, and operational efficiency needs, while delivering measurable value to government agencies and Tyler Technologies. Positioning SummaryFrontline product leader with ownership of execution, and delivery outcomesDriver of product strategy into actionable backlog and working softwareBridge between leadership vision, customer workflows, regulatory requirements, and engineering executionDomain-focused problem solver focused on getting high-quality solutions shippedWork Environment & RequirementsHybrid role (preferred: Lakewood, CO or Plano, TX; 3 days/week in office)Occasional travel (up to 10–25%)No visa sponsorship availableResponsibilitiesProduct Strategy & OwnershipSupport and refine the product vision, strategy, and roadmap for enterprise records management solutionsTranslate regulatory requirements (state statutes, recording standards, data sharing) well-defined and implementable product capabilitiesIdentify incremental improvements to modernize land records workflows, including eRecording, document imaging, search, public-facing portals, and emerging AI-assisted capabilities (e.g., classification, extraction, validation, redaction)Stay informed on legislative changes and customer needs to ensure product alignmentPartner with leadership to align roadmap priorities with delivery capacity and customer impactProduct Ownership & ExecutionOwn and manage the product backlog, ensuring alignment with internal and external stakeholdersTranslate complex government processes (e.g., deed recording, lien management, indexing standards, redaction requirements) into clear user stories, acceptance criteria, and workflow definitionsPartner with engineering, and QA, to deliver high-quality, compliant, and scalable solutions, including capabilities leveraging automation and AI where appropriateLead Agile ceremonies (sprint planning, backlog refinement, standups, reviews) and maintain team alignmentEnsure releases are well-coordinated, with attention to data integrity, auditability, and minimal disruption to customer operationsCustomer & Stakeholder EngagementAct as a primary interface for Clerks, Recorders, Register of Deeds, and other public sector stakeholdersConduct customer discovery through direct stakeholder interaction, workflow observation, user groups, and feedback sessions.Clarify and reconcile input from customers, legal/regulatory guidance, and internal SMEsCommunicate product updates, delivery timelines, and trade-offs clearly and proactivelySupport customer adoption by ensuring delivered functionality aligns with real-world usage and operational needsProduct Decisioning & PrioritizationEvaluate and prioritize enhancements, defects, and customer requests based on regulatory impact, operational value, customer reach, and implementation effortBreak down large initiatives into deliverable increments with clear scope and timelinesApply structured decision-making to balance new feature delivery, defect resolution, and technical improvementsPerform ROI, risk, and compliance impact analysis to inform prioritizationBalance modernization initiatives with the need to support mission-critical legacy workflowsEscalate risks, dependencies, and trade-offs that impact delivery or customer outcomesCross-Functional CoordinationCollaborate across development, QA, implementation, and support teams to ensure seamless deliveryEnsure documentation, workflows, and requirements reflect real-world processesPartner with implementation and support teams to capture field feedback and production issues and incorporate them into backlog prioritiesSupport go-to-market activities, including demos, release communications, and internal enablementContribute to a culture of accountability, collaboration, and delivery excellenceQualificationsRequiredBachelor’s degree in Computer Science, Business, Information Systems, or related field (or equivalent experience)3–6+ years of experience in product management, product ownership, or product analysisExperience working with complex, workflow-driven enterprise softwareStrong experience with Agile/Scrum and the Software Development Life CycleProven ability to translate complex business and regulatory requirements into deliverable solutionsExcellent communication, analytical, and problem-solving skillsPreferredExperience in records management, land records, public sector, or government technologyFamiliarity with Clerk & Recorder or Register of Deeds operations (e.g., recording, indexing, public access)Knowledge of eRecording, document management systems, or digital archiving solutionsExperience with compliance driven or highly regulated environmentsExperience with data analysis tools (SQL, Excel, Power BI)Familiarity with applying artificial intelligence or automation in enterprise software (e.g., document classification, data extraction, search, or workflow automation)Success ProfileA strong candidate will:Demonstrate deep curiosity and empathy for government workflows and public sector challengesExcel at translating complex requirements into clear, prioritized, and deliverable workTake ownership of both product direction, timelines, and delivery outcomesEffectively align customer needs, statutory requirements, business goals, and technical constraintsThrive in a cross-functional environment supporting mission-critical government operationsDrive measurable improvements in efficiency, and usability.
