The Preconstruction Manager leads assigned pursuits from kickoff through proposal submission, contract coordination, award, and handoff. The role develops and maintains the project Basis of Design, partners with the Client Account Manager to manage client expectations, and integrates Engineering, Estimating, Procurement, commercial, schedule, cash flow, revenue forecast, and execution inputs.
Core Responsibilities
- Develop, maintain, and manage the project Basis of Design with Engineering, Estimating, Procurement, Operations, and Contracts Administration.
- Partner with the Client Account Manager throughout the pursuit to establish, communicate, and manage client expectations.
- Coordinate with Engineering to define deliverables, design-development priorities, schedules, and effort within the overall project budget.
- Team with Procurement and Estimating to develop winning strategies for material selection, sourcing, scope definition, packaging, supplier alternatives, and pricing.
- Develop and execute the capture plan, proposal schedule, deliverable register, review gates, and contract-execution plan.
- Lead pursuit kickoffs and coordination meetings; assign owners and due dates.
- Partner with the Lead Estimator to align scope, estimate basis, schedule, cash flow, assumptions, exclusions, and client requirements.
- Coordinate review of the EPC Agreement and exhibits and track assigned issues through resolution.
- Document Basis of Design assumptions, Engineering decisions, Procurement strategies, material selections, client commitments, and risks through handoff.
- Direct Assistant Preconstruction Managers and assigned support resources in proposal coordination, content development, deliverable tracking, review cycles, and submission readiness.
- Serve as Primary Lead for LNTP development and execution, coordinating scope, price, schedule, Engineering, Procurement, Operations, risk, approval routing, and authorized work.
- Serve as Primary Lead for project cash flow generation and revenue forecasting, integrating the project schedule, Engineering effort, Procurement timing, construction sequencing, payment terms, milestones, and current commercial assumptions.
- Maintain and update the cash flow and revenue forecast as pursuit assumptions, pricing, schedules, Procurement plans, contract terms, and execution strategies change.
- Compile, quality-check, and submit proposal packages and lead the transition to execution.
Decision Rights and Escalation
- Owns project Basis of Design integration, pursuit workplan, deliverable tracking, client expectation coordination, and proposal integration.
- Directs daily pursuit activities and assigned resources within established standards and delegated authority.
- Acts as Primary Lead for LNTP development and execution and for cash flow generation and revenue forecasting.
- Challenges late, incomplete, or inconsistent inputs and escalates unresolved issues.
- Escalates unresolved LNTP, cash flow, revenue, schedule, pricing, contract, and execution risks.
- Recommends pursuit positions and proposal content but does not unilaterally approve functional work products or nonstandard contract positions.
Qualifications
- Bachelor’s degree in a relevant discipline; equivalent experience may be considered subject to HR policy.
- 3-5 years of relevant project management, proposal management, estimating, Preconstruction, Engineering coordination, Procurement coordination, or EPC experience.
- Experience coordinating large or complex capital-project pursuits; renewable energy experience is preferred.
- Strong planning, analytical, written, presentation, client-management, and cross-functional coordination skills.
- Working knowledge of schedule-based cash flow, revenue forecasting, LNTP packages, payment milestones, and commercial assumptions.
