Summary This position is located at the U.S. Agency for Global Media (USAGM), Office of Cuba Broadcasting in Miami. FL. The incumbent serves as a TV Master Control Technician and may be assigned to any of the operating areas within Master Control facility. The incumbent organizes and directs workflow in the TV Master Control area while using a variety of computer programs, switchers and media file (video) servers. Responsibilities Duties include, but are not limited to: 1. Maintain quality control of audio and video signals prior to and during transmission and/or recording of satellite or other system feeds. Assures that programming material airs as scheduled. Monitors all incoming and outgoing feeds while staying in communication with all broadcast studios to monitor the quality of all video and audio material. Takes corrective action using appropriate to enhance signal quality using available equipment. Assures the quality of all material recorded into the media server whether manually ingested or as daily-automate records. Operates video recording and playback equipment as well as automated video playout and video leserver systems. Performs media duplication from various sources and formats to multiple formats including standards conversion for overseas distribution. Uses newsroom computer system such as Dalet, ENPS or iNews. Uses facilities scheduling software such as ScheduAII. Monitors and adjusts broadcast systems to meet accepted broadcast standards using diagnostic tools such as wave form monitors audio analyzers and other equipment. Uses master control switchers, routing switchers, video le servers, frame synchronizers, satellite receivers, recording systems, converters, patch panels and intercoms. 2. Advises on, or directly resolves, technical problems during broadcasts or program feeds and performs miscellaneous support tasks. Assists in the training of junior sta ers on both equipment and in standard operating procedures. Maintains contact with all necessary OCB entities including, but not limited to, studio control room sta and Broadcast Operations to ensure that all program elements are in order and air as scheduled. Understands signal ow within a modern television facility and how it interfaces with incoming and outgoing circuits. Takes necessary steps to correct or work around system problems and knows when to notify maintenance of any technical systems needing service Maintains up-to-date knowledge of ever changing technical formats and equipment. May serve as a TV camera operator, an audio technician, or a studio lighting technician. Requirements Conditions of Employment Qualifications Applicants must have a minimum of one year of specialized experience at a level of difficulty and responsibility comparable to the GS-11 or comparable pay band in the Federal service or equivalent experience in the private sector. Specialized Experience is experience that has equipped the applicant with the knowledge, skills and abilities to successfully perform the duties of the position and includes all of the following: Knowledge of technologies used in the distribution of television and broadcast programming. Experience with television and broadcasting technologies. Knowledge of Master Control facilities which include operational procedures, and effective utilization of facilities. Knowledge of domestic and international common carriers used to transmit and receive programs via satellite or terrestrial circuits in order to coordinate remote interconnects integral to the production process. Education Education is not required for this grade level. It cannot be used for qualification purposes.
