Position Overview

This professional, technical and supervisory position assists in the operation and maintenance of Frederick County’s solid waste disposal infrastructure and allied recycling programs and initiatives. The role includes supervising daily operations at waste disposal facilities, ensuring regulatory compliance, and providing oversight to staff such as engineers, analysts, supervisors, technicians and administrative support.

Essential Duties & Responsibilities

  • Assist in overseeing sanitary landfill, recycling and transfer station operations in accordance with State and Federal permits.
  • Review work of professional staff, including engineering projects and fiscal statements.
  • Supervise waste disposal system operations staff, recycling staff and administrative support staff.
  • Review and complete employee performance evaluations.
  • Perform procurement activities for supplies, equipment and contract services.
  • Compile and submit periodic compliance reports to local, state and federal agencies.
  • Assist with Capital Improvement Programs, operational reports, analytical statements and federal reports.
  • Serve as project manager on solid waste and recycling projects; plan, implement and monitor contracts.
  • Review departmental accounts for budget compliance and accuracy; assist in budget preparation.
  • Develop and present educational and promotional materials for customers; create instructional materials for staff training.
  • Respond to customer inquiries and ensure appropriate follow‑through.
  • Perform duties of the Division Director in their absence.
  • Perform other related duties as needed.

Qualifications

  • Bachelor’s degree in Environmental Management, Business Administration or related field.
  • Minimum 10 years of progressively responsible experience in municipal solid waste (MSW) operations or recycling facility operations.
  • Minimum 3 years of supervisory or directing experience.
  • State of Maryland Compost Facility Operators Certification or ability to obtain within six months of hire.
  • State of Maryland Sediment Erosion and Control Responsible Personnel Certification or ability to obtain within six months of hire.
  • Intermediate skills in MS Office Suite.
  • Valid automobile operator’s license.
  • Additional experience may substitute for part of the education requirement.

Knowledge, Skills & Abilities

  • Obtain and maintain a Frederick County Employee Driving Permit.
  • Working knowledge of MS Office Suite and related procurement and work‑order software.
  • Comprehensive knowledge of methods, materials, techniques and equipment used in MSW disposal and recycling systems.
  • Knowledge of hazards associated with MSW disposal and ability to teach and enforce safety precautions.
  • Initiative and creativity in designing cost‑effective recycling programs.
  • Research, analyze, evaluate plans and projects; compile and analyze statistical information and reports.
  • Prepare and administer budgets.
  • Train, supervise and evaluate staff performance.
  • Strong written and verbal communication skills; ability to present reports to elected officials and the public.
  • Develop and maintain effective working relationships with coworkers and the public.

Preferred Qualifications

  • Experience with INFOR financial software.
  • Experience with composting and yard waste processing operations.
  • Current certification as Manager of Landfill Operations (MOLO), Manager of Transfer Station Systems or Recycling Collections Manager issued through SWANA.

Physical Requirements

  • Constant sitting, reaching, repetitive motions; frequent walking and driving; occasional climbing.
  • Work indoors and outdoors, often on uneven ground, in temperatures above 100°F or below 32°F, in a dirty and noisy environment with potential exposure to infectious diseases, chemicals and fumes.
