We are now accepting on-line applications to fill the position of Business Systems Analyst.OCERS is seeking a highly skilled and forward-thinking Information Technology Business Systems Analyst (BSA) to support enterprise-wide technology initiatives focused on Agentic AI, intelligent automation, and business process transformation over the next 3–5 years.This role will work closely with OCERS Information Technology (IT), Information Security, and the Enterprise Project Management Office (EPMO) to evaluate, design, and implement innovative technology solutions that enhance operational efficiency, reduce risk, and improve service delivery to both internal and external stakeholders.OCERS is currently in the process of implementing a new Pension Administration System (PAS). This next-generation platform will leverage advanced capabilities including process automation, orchestration, and agentic AI functionality.
The BSA will play a critical role in bridging current-state operations with future-state processes, supporting both the PAS implementation and broader organizational transformation efforts.Key responsibilities include:Business Systems Analysis & TransformationProcess Improvement & AutomationProject Delivery & CoordinationTechnology Evaluation & ImplementationChange EnablementMinimum qualifications required for entry into the classification include:Minimum 5 years of proven experience as a Business Systems Analyst (BSA) in an IT environment.Demonstrated project management experience, including managing or supporting multiple concurrent initiatives.Experience working with cross-functional teams including IT, security, and project management offices.Strong analytical, problem-solving, and communication skills.Familiarity with cloud data platforms (Microsoft Fabric, Azure, or similar).Excellent communication skills with the ability to collaborate across business and technical teams.Education/Experience Substitution:A Bachelor's degree in Computer Science, Information Systems, Management Information Systems, Engineering, Data Science, Mathematics, or another closely related STEM field may substitute for one (1) year of the required experience.A Master's degree or higher in one of the above fields may substitute for two (2) years of the required experience.Highly desirable qualifications include:Experience supporting large-scale system implementations, preferably in pension, financial, or public sector environments.Familiarity with automation, workflow orchestration, and AI-driven solutions, including emerging agentic AI concepts.Lean process improvement certification (e.g., Lean, Six Sigma, or equivalent).Hands-on experience with Microsoft technologies such as:Power Platform (Power Automate, Power Apps).Azure services and integrations.Microsoft 365 and related tools.Experience in evaluating, designing, testing, and deploying enterprise technology solutions.Key competencies include:Strategic thinking with a focus on innovation and continuous improvement.Ability to bridge business and technical domains effectively.Strong stakeholder engagement and collaboration skills.Adaptability in a rapidly evolving technology landscape.Physical and mental requirements include:Speak and hear well enough to communicate in English clearly and understandably in person, over the telephone, and in small groups.Manual dexterity sufficient to use hands, arms and shoulders repetitively to operate a telephone, keyboard, write, and use a calculator.Mental stamina to interact professionally with members of the Board of Retirement, Participating Employers, peers, and members.Vision sufficient to read fine print and a computer monitor.Independent body mobility, agility, and stamina to stand, walk, stoop, bend, and twist, to access a standard office environment.Ability to sit for prolonged periods of time.Body strength sufficient to lift up to 15 pounds and carry files.Environmental conditions include:The primary workplace is in an office environment, working with standard office equipment.Peripheral office equipment generates a quiet, moderate noise level.Operates in an environment that includes elected officials, non-elected officials, government agencies, community interest groups and the general public in the development and coordination of OCERS affairs.Out of area travel may be required to attend professional conferences and meetings.Special notes, licenses or requirements include:A valid California class C driver's license or the ability to arrange necessary and timely transportation for field travel; may be required to use personal vehicle.A complete background investigation is required; a felony or misdemeanor conviction may be a disqualifying factor from employment.
