Business AnalystThe Business Analyst is responsible for providing ongoing maintenance and support for the Michigan Disease Surveillance System (MDSS), Michigan Syndromic Surveillance System (MSSS), Interoperability and other MDHHS public health applications supported within our department. MDSS is a web based communicable disease reporting system developed for the state of Michigan to facilitate coordination among local State and Federal Public Health Agencies. The BA is integral to supporting and improving MDHHS automated processes, streamlining critical business processes, data integrity, SEM/SUITE compliance, and securing the applications.
As a lead, the BA participates in a variety of assignments that provides for the enhancement, integration, maintenance, and implementation of projects. The Business Analyst also provides application oversight to business analysts in the team that support other applications.Responsibilities:Write high level functional requirement documentsPerform business requirements analysis conduct gap analysis and develop well defined detailed functional requirementsExecute full software development life cycle (SDLC) including experience in gathering requirements and writing functional/technical specifications for complex projectsDevelop functional design documents and work with stakeholders for review and approvalDevelop user stories and task breakdowns for agile development projectsExperience developing, prototypes, mockup for users review and approvalExposure to flowcharts, screen layouts and documentation to ensure logical flow of the system requirementsExperience working on large agile projectsDevelop test reports with metrics and coordinate with business usersAssist with Enterprise Architecture Solution Assessment (EASA), Hosting document and Firewall RulesAssist with design and documenting IT solutions that are State of Michigan standard technologyDraft Local Change Board documentsDevelop training content and user manualsDesign, develop, and implement test plans for applications or subsystemsCreate or collect test data and execute approved tests to determine the accuracy of program logic to produce desired resultsAssist with UAT Testing, Test cases, Post Implementation testingAssist in differentiating between defects and new requirementsProvide defect tracking log entry informationAssist with implementation of RFCs (application changes, infrastructure changes, etc.)Maintain/update system documentation as a result of system upgradesMonitors applications during peak production timesAssist with User issues via calls, discussions and testingRequired knowledge, skills, and abilities:8+ years of business analysis experience for complex computer systems8+ years of developing functional requirements for development projects8+ years of developing, and implementing test plans and test cases8+ years of creating, updating and maintaining systems documentation8+ years of creating training plans and materials5+ years using CMM/CMMI Level 3 methods and practices.5+ years implemented Agile development processes including test driven development.5+ years programming in SQL and/or PL/SQL (Oracle Preferred)Experience with Azure DevOpsExperience working with HIPAA Data
