Budget Analyst IVSupporting the resources our Community relies on through responsible budgeting. The City and County of Honolulu (City) is seeking a detail-oriented Budget Analyst IV to support the development and coordination of departmental operating and capital budgets. Education requirement: Equivalent to graduation from an accredited four-year college or university with a Bachelor's degree in Political Science, Public or Business Administration, Economics or a related field.Substitution: Work experience may be substituted for a bachelor's degree on a year-for-year basis. Such experience must have provided the knowledge, skills, and analytical ability normally gained from attainment of a bachelor's degree. For example:Four years of professional work experience, in any occupation, may substitute for a general bachelor's degree.Four years of general work experience (does not need to be professional level experience) in budget/fiscal/business management may substitute for a general bachelor's degree.Experience requirement: Two (2) years of progressively responsible professional analytical experience in evaluating the effectiveness of operating programs in relation to organizational objectives. Such experience must have demonstrated knowledge of the principles, methods and techniques of budget analysis and management analysis; research techniques and methods; and the ability to gather and analyze operational, statistical and financial data; apply budget analysis and management analysis principles, policies and procedures; present facts clearly both orally and in writing; and maintain effective working relationships.Applicable Skills Needed:Understanding of municipal government structure, functions, and budget processesStrong analytical skills to evaluate operational, statistical, and financial dataExperience applying budget and management analysis principles to support decision-makingFamiliarity with policies, laws, and rules governing public sector budgetingSkill in researching, assessing, and interpreting program and policy impactsClear and effective written and verbal communicationStrong interpersonal skills to build and maintain effective working relationshipsExamination Process:If you qualify for the position, your name will be eligible for consideration for the current vacancy and future job openings with this job title.
