Vice President, Federal Government Affairs & Policy

Position Summary

• Hybrid role: minimum 2 days/week onsite in Washington, DC.


• Develop and execute BioMarin’s federal advocacy strategy to advance U.S. federal policy priorities supporting innovation, patient access, preservation of development incentives, and growth in the rare disease market.


• Advise executive leadership on federal policy developments; lead engagement with Congress to shape legislation affecting the company’s pipeline/commercial portfolio and the broader rare disease ecosystem.

Key Responsibilities

• Develop/own federal government affairs strategy aligned with corporate objectives; drive favorable policy actions.


• Influence federal legislation and Executive Branch policy/regulation on: drug pricing/coverage/reimbursement and patient access (Medicaid/Medicare), FDA regulatory frameworks, tax/trade policy affecting R&D and innovation, orphan drug policy and rare disease legislation, and emerging healthcare reforms.


• Oversee policy materials (briefings, white papers, comment letters) and marshal evidence/data.


• Build relationships with Members of Congress/staff, committees, federal agencies, White House/Executive Branch officials.


• Lead engagement plans for priority legislation and executive actions.


• Build/lead high-performing team; ensure oral/written advocacy and communications.


• Drive executive participation in hearings/briefings/policy forums; prepare leadership for meetings/testimony.


• Represent in select industry associations; lead coalition/alliance strategy with patient advocacy groups.


• Partner cross-functionally (Market Access, Legal/Compliance, Medical/Regulatory Affairs, Communications/Patient Advocacy, Investor Relations, Finance).


• Ensure policy messaging consistency; oversee BioMarinPAC strategy and compliant management.


• Oversee political/lobbying reporting/disclosure; maintain governance/ethical standards; manage external lobbying firms/consultants.

Education

• Bachelor’s degree required; JD/MPP/MPH/MBA highly preferred.

Experience

• 15+ years in federal government affairs/public policy/healthcare advocacy (strategy development/execution).


• Experience in biotechnology/pharmaceutical/healthcare policy; working with senior Congress/federal officials and c-suite executives; influencing complex healthcare legislation; managing external lobbying firms/coalitions.
