Vice President, Design – Interborough Express (IBX)

We are partnering with the Metropolitan Transportation Authority (MTA) to identify a Vice President of Design for the Interborough Express (IBX) — one of the most significant transit expansion projects in New York City.

Summary

The IBX will create a new light rail connection between Brooklyn and Queens, linking multiple subway lines and underserved communities across a 14-mile corridor. This is a rare opportunity to lead the design of a transformative infrastructure project from development through delivery.

The Vice President of Design will have full oversight of design development, system integration, and design governance across the program, ensuring the project is delivered safely, efficiently, and in compliance with all regulatory and operational requirements.

Key Responsibilities

• Lead all aspects of design for a major light rail transit program, including civil, structural, and systems components
• Oversee corridor modifications including utility relocation, bridges, retaining walls, and rail infrastructure
• Direct design of stations, signals & train control, traction power, communications, and maintenance facilities
• Ensure system-wide integration across all project elements and interfaces
• Coordinate with regulatory agencies, oversight bodies, and external stakeholders
• Support procurement, environmental review, and project delivery activities

Qualifications

• 18+ years of experience in rail, transit, or major infrastructure design
• 10+ years of leadership experience within complex, multidisciplinary organizations
• Experience leading design for large-scale transportation or infrastructure projects
• Strong background in systems integration and interface management
• Experience with regulatory compliance, safety certification, and public-sector project delivery
• Ability to evaluate design decisions from a system-wide, lifecycle perspective
