Underground Injection Control (UIC) Regulatory Lead (CCS)Location: Spring, TX, US, 77389 Company Name: ExxonMobilExxonMobil Low Carbon Solutions is seeking an experienced UIC Regulatory Lead to help drive the advancement of our Carbon Capture and Storage (CCS) portfolio along the U.S. Gulf Coast. In this role, you will lead regulatory strategy and execution for Underground Injection Control (UIC) programs, with a focus on Class VI permitting, compliance, and operational optimization. You'll play a critical leadership role connecting subsurface, wells, operations, and regulatory teams—ensuring safe, compliant, and efficient CO?

You will also serve as a key interface with regulators, helping shape the evolving CCS regulatory landscape while delivering best-in-class permitting outcomes.What You Will DoLead UIC Permitting & ComplianceOwn compliance with UIC permit requirements across a growing CCS portfolioLead development and submission of permit applications, amendments, and renewalsEnsure high-quality technical content (e.g., subsurface modeling, well design, monitoring plans, risk assessments)Drive continuous improvement in permitting efficiency and qualityOversee regulatory compliance across the full project lifecycle, including monitoring, reporting, and verificationEngage regulators proactively to support timely approvals and influence policy evolutionDrive Cross-Functional IntegrationPartner with subsurface, wells, environmental, and project development teams to align technical and regulatory requirementsSupport design of monitoring, surveillance, and seismic programs to optimize performance within regulatory frameworksIntegrate permitting timelines into broader project execution plansAdvise business and commercial teams on regulatory risk, timelines, and feasibilityBuild External Relationships & Industry PresenceDevelop strong, trusted relationships with regulatory agenciesRepresent ExxonMobil in industry forums, technical working groups, and regulatory discussionsMonitor industry trends and competitor activity to inform strategy and best practicesAbout YouRequired Qualifications:Bachelor's degree in engineering, geoscience, environmental science, or related field10+ years of experience in subsurface, wells, environmental, or regulatory rolesDirect experience with UIC permitting, CCS projects, or closely related regulatory frameworksStrong knowledge of Class VI UIC regulations (EPA and/or state primacy programs)Experience developing or reviewing technical permit components (e.g., AoR modeling, well design, monitoring plans)Demonstrated ability to work across disciplines in a complex, matrixed organizationStrong communication and stakeholder engagement skillsPreferred Qualifications:Direct involvement in Class VI permit applications and approvals in the U.S.Experience in CCS project development and integrated workflowsFamiliarity with MRV frameworks and EPA Greenhouse Gas Reporting Program (Subpart RR)Understanding of adjacent low-carbon sectors (e.g., hydrogen, CDR, geothermal)Experience influencing regulatory policy or participating in industry advocacyAdvanced degree in a relevant technical or business disciplineWhy Join Us?At ExxonMobil Low Carbon Solutions, you'll be part of a team advancing technologies and projects that play a critical role in reducing emissions at scale.
