The Utah Department of Government Operations, Division of Human Resource Management (DHRM) is looking for a dynamic, strategic, and forward-thinking Total Rewards Director to lead the charge for the State of Utah!

About the Role

In this pivotal role, you won't just manage programs—you will champion them. You’ll be the driving force behind keeping our compensation, benefits, and classification systems robust, fair, and competitive. By aligning our programs with statutory mandates, you’ll directly support and uplift the incredible workforce that serves our communities every day.

Responsibilities

  • Classification & Compensation Management: Maintain and audit the agency's position control and step/grade structures. Direct comprehensive classification reviews, job evaluations, and regional market salary surveys to ensure internal equity and market competitiveness.
  • Retirement Administration: Partner with the state retirement system to ensure accurate administration of defined-benefit pensions and voluntary deferred compensation plans.
  • Benefit Design & Innovation: Oversee implementation of comprehensive medical, dental, vision, and wellness programs, ensuring they remain competitive, cost-effective, and compliant.
  • Compliance & Public Transparency: Serve as the custodian of total rewards data integrity. Ensure flawless compliance with the Fair Labor Standards Act (FLSA), the Affordable Care Act (ACA), and state pay equity mandates.
  • Team Leadership & System Optimization: Supervise, train, evaluate and mentor a professional team of compensation and benefits analysts. Oversee total rewards configuration within our enterprise HRIS platform (Vantage).

Qualifications

  • Bachelor’s degree in Human Resources, Public Administration, Business Administration, Finance, or a closely related field or equivalent related work experience.
  • Minimum of seven (7) years of progressive HR experience, including at least three (3) years in a dedicated leadership or supervisory role managing compensation and benefits programs.
  • Proven experience operating within a public sector agency, civil service system, or higher education institution.
  • Advanced proficiency in financial modeling, statistical analysis, and managing enterprise HRIS systems.

Preferred Qualification/Skills

  • Master’s degree in Public Administration (MPA) or Human Resources.
  • Certified Compensation Professional (CCP) or Certified Employee Benefit Specialist (CEBS) designations.
  • Direct experience interpreting complex agreements and presenting data to executive boards and key stakeholders.

Pay range and compensation package

Full-Time Salary – $44.68 - $83.88 Hourly Wage
