Technology Transfer Program Manager

• Bachelor's degree in Earth System Science, Physical Sciences, Engineering, Technology Management, or a related scientific field, or equivalent combination of education and experience
• 8+ years of progressive technology transfer experience within a national laboratory, research institution, federally funded research organization, public research university, or similar research-driven environment
• Experience building, scaling, or managing a technology transfer, commercialization, or intellectual property program
• Experience evaluating scientific, software, deep-tech, aerospace, engineering, or physical science innovations for commercial viability and market potential
• Strong background in intellectual property management, including invention disclosures, patent strategy, licensing, commercialization, and technology valuation
• Experience developing and negotiating licensing agreements, option agreements, research agreements, commercialization agreements, and other technology transfer transactions
• Hands‑on experience managing federally funded intellectual property and compliance requirements, including Bayh‑Dole Act regulations and iEdison reporting
• Experience using intellectual property management software platforms (Wellspring, Sophia, Inteum, or similar systems)
• Experience developing processes, policies, agreement templates, workflows, and governance structures for technology transfer programs
• Experience conducting technology assessments, market analysis, customer discovery, and business development activities related to commercialization efforts
• Strong relationship‑building skills with researchers, scientists, legal teams, finance teams, business development organizations, external partners, and prospective licensees
• Experience creating and delivering training programs related to intellectual property, innovation, and technology commercialization
• Ability to work independently as the sole technology transfer leader while navigating a highly matrixed organization
• Excellent communication, stakeholder management, customer service, and critical thinking skills

Day to Day Responsibilities

Insight Global is seeking a Technology Transfer Program Manager to lead and expand a growing technology transfer and commercialization program for a premier scientific research organization. This individual will serve as the primary owner of the organization's technology transfer function, taking an existing foundation of tools, processes, and intellectual property infrastructure and maturing it into a comprehensive, scalable program. The Technology Transfer Program Manager will evaluate scientific and software‑based innovations for commercialization potential, oversee invention disclosures, intellectual property protection strategies, licensing opportunities, market assessments, and technology valuation activities. They will partner closely with researchers, scientists, business development teams, legal counsel, finance, contracts, and executive stakeholders to guide innovations through the commercialization lifecycle. On a daily basis, this individual will build relationships with both internal and external stakeholders, identify opportunities for licensing and strategic partnerships, negotiate technology transfer agreements, manage intellectual property portfolios, and ensure compliance with federal intellectual property requirements, including Bayh‑Dole and iEdison reporting obligations. They will also develop training programs, improve operational processes, maintain intellectual property records and commercialization systems, support marketing and outreach efforts, and represent the organization within the broader technology transfer community. This role requires a highly independent and strategic professional who can balance intellectual property management, business development, customer engagement, market analysis, and stakeholder collaboration while serving as the central leader of a growing commercialization program. The position follows a hybrid schedule with a minimum of three days onsite each week and occasional local travel for partner and customer meetings.
