Technology Refresh LeadSaliense is now hiring a Technology Refresh Lead to join our team in support of the Office of Naval Research (ONR) in Arlington, VA. This position is hybrid, reports onsite three days/week and requires an active Secret Clearance in order to start work.The Technology Refresh Lead will ensure that no hardware or software shall reach technological end-of-life (EOL) and all IT hardware and software technical refreshment (tech refresh) projects must be complete and reach full operational capability (FOC) six (6) months before any hardware or software reaches its technological EOL. This includes all network infrastructures, blade servers, routers, switches, operating systems, database software, web software, and application software.Responsibilities:Serves as subject matter expert possessing in-depth knowledge of Technology Refreshment, Capital Planning, and Records Management.Provides technical knowledge and analysis of highly specialized applications and operational environments, high-level functional systems analysis, design, integration, documentation and implementation advice on exceptionally complex problems that need extensive knowledge of the subject matter for effective implementation.Participates as needed in all phases of software development with emphasis on the planning, analysis, testing, integration, documentation, and presentation phases.Applies principles, methods and knowledge of the functional area of capability to specific task order requirements to arrive at automated solutions.Document all hardware and software in operation and identify each items manufacturer's stated technological end of life date. The items documented must be consistent with the Asset Inventory as reflected in the Asset Management Report.Identify for each item a technical refreshment schedule that meets the customer's requirements to be installed and fully operational six (6) months prior to the item approaching EOL reaches EOL.

The schedule will be delivered to the Government within six (6) months of the start of work. Thereafter, the list will be updated quarterly or as the inventory baseline changes.Complete all hardware and software technical refresh as required. No hardware or software shall reach technological EOL.Provide a written Analysis of Alternatives (AoA) using Defense Acquisition standards and format to the Government eighteen (18) months in advance of the technological EOL. The AoA will detail potential courses of action and costs to achieve the required technical refresh within the required time frame.Provide a written plan/schedule for all items to be technically refreshed twelve (12) months in advance of the completion requirement.

The plan/schedule at a minimum will include a POA&M, critical path, labor and dependencies. The plan/schedule will include a definition of Full Operational Capability and the individual roles and responsibilities, all to which the Government must agree to prior to accepting and implementing the plan/schedule. The plan/schedule must clearly identify all items that must be procured as GFE so the Government can execute any required procurement actions so as to not delay the technical refreshment.Complete all technological refreshments no later than six (6) months before an item's technological EOL. Completion will be based on the item reaching its full operational capability (FOC) as defined in the POA&M documentation.Required Experience:Bachelor's degree from an accredited institution.8 years of relevant experienceExperience leading tech refresh effortsExperience with Tech Refresh DocumentationAbility to communicate verbally, and in written form at all levels of the program including client leadershipFamiliarity with MS Office products and developing leadership reportsMust be able to obtain an Active DoD Secret or Interim Secret ClearanceMust meet DoD 8570 IAT Level II certification requirements (a current compliant certification is preferred; ability to obtain prior to starting is required).

Proof of certification is required.
