PROGRAM OVERVIEW
The San Juan Bay Estuary Partnership, or Estuario, is a 501(c)(3) non‑profit organization that operates to restore and conserve the waters and associated ecosystems of the San Juan Bay Estuary and its watershed. The Initiative is guided by the Comprehensive Conservation and Management Plan (CCMP) and seeks to improve internal operations and stakeholder engagement through technology solutions.
BACKGROUND
In November 2021, Congress passed the Infrastructure Investment and Jobs Act of 2021 (IIJA). Estuario will use IIJA funding to restore the Juan Méndez Creek through blue‑green infrastructure interventions. The organization seeks a technology consultant to design and implement a customized digital platform and support the transition to the new system.
RESPONSIBILITIES
- Identify technology needs that will increase efficiency of internal operations and stakeholder engagement coordination.
- Support the transition to the new platform, ensuring a smooth migration of data and processes.
- Provide training to team members at different levels on the use of the platform.
QUALIFICATIONS & EXPERIENCE
- Demonstrated experience with similar projects, including references, facilities, and individual team member qualifications.
- Provision of a detailed budget covering materials, expenses, and other costs.
- Proposal of metrics to evaluate the effectiveness of the platform and its impact on operations.
- Evidence of certification to conduct business in Puerto Rico and compliance with all federal and state laws.
