The position includes technical and regulatory missions such as: informing petitioners about the regulation, procedures, and ecological impacts related to their project; instruction, follow-up, and control of the approvals of non-collective sanitation sewers to ensure traceability and proper management of sewage materials; instruction of the water law files for the management of rainwater and its discharge from the upstream phase to the elaboration of acts; monitoring of the self-monitoring of sanitation devices (reception, treatment, and banking of data in the business application and proposal of conformity judgment letters); knowledge of the volumes of drinking water extracted, its use, and its location, and implementation of a mapping of extractions; participation in the implementation of the control plan: programming and implementation of controls and follow-up; participation in the working groups of the MISEN; hierarchical liaison and partnerships - Position placed under the authority of the head of the bureau. Work in partnership with the agent in charge particularly of the collective sanitation (self-monitoring, controls). Regular relations with other services of the DDT - Relations with various institutional and private partners: OFB, Water Agencies, Departmental Council, individuals, study offices, other users or partners.
Profile Sought
The candidate must have a marked interest in the themes related to water management. Good technical knowledge constitutes a basis that will be developed by the experience acquired on the field in contact with the DDT teams and the actors of territories. Being a force of proposal and being able to adapt to exchanges with a wide variety of actors are qualities that will allow to adapt to the position. You can complement and deepen your knowledge through the dedicated training of the CMVRH. This position requires: - a perfect technical and regulatory knowledge on the themes treated in particular on the non-collective and rainwater sanitation aspect; - a mastery of the basic IT tools and of the business applications (Portail Lanceleau, Cascade, Roseau, Sillage, Licorne); - abilities to organize one's activity in an autonomous way (respect of deadlines notably) and to manage emergencies (pollutions or others); - abilities of analysis and synthesis; - writing skills (in particular for the follow-up to be given to non-compliant controls) and orally; - aptitudes to the negotiation, the concertation and to the management of conflict. A knowledge of laboratory analyses or at least an interest would be useful for the auto-monitoring theme. Legal basis
This position is open to any competent candidate, whether civil servant or not. The recruitment of a non-civil servant candidate would be made on a contractual status, a priori for a 3-year contract (to be confirmed with the recruiter), after the absence of a suitable civil servant candidate (legal basis: 2° of article L.332-2 of the general code of the public service of the State). At the end of the 3-year contract, it is possible to continue in CDI or by another contract of 3 years, subject to the agreement of the parties.
