Technical Support Management (TSM) SpecialistKoniag Management Solutions, LLC a Koniag Government Services company, is seeking a Technical Support Management (TSM) Specialist certified in Security+ to manage deficiency records and support trial events for the U.S. Coast Guard's Offshore Patrol Cutter (OPC) Project Residence Office (PRO) in Mobile, AL. This full-time position requires an individual with expertise in the Navy's TSM system and Electronic Trial Card (ETC) tool to track deficiencies from creation through closure during ship construction, testing, and trials. The ideal candidate will possess comprehensive knowledge of ship construction deficiency management processes and maintain certification requirements independently.
Secret level security clearance is required. This is an on-site position in Mobile, Alabama with potential sea trial support requirements including dock side and at-sea operations.Essential Functions, Responsibilities & Duties may include, but are not limited to:Provide TSM System and Electronic Trial Card (ETC) system overview and training to OPC PRO personnel, USN INSURV team members, and shipbuilder personnelSupport tracking of deficiency records including Surveillance, Test Witnessing, Compartment Completion Inspection, Corrective Action Requests (CARs), Trial Cards, and Project Management recordsDevelop and maintain ship unique data and databases for OPC PRO deficiency record input into ETC tool and TSM systemAssist OPC PRO personnel in maintaining and updating status of deficiency records from creation through closure in ETC tool and TSM systemAssist in preparation of technical briefings, assessments, audits, and milestone reviewsUtilize available programs, tools, and data sources to prepare weekly program management reports and technical/financial metric status reportsProvide trial card status reports through metrics and progress the correction of deficiencies post-trialsSupport dock side and at-sea portions of trials including dock trials, builders' trials, and Acceptance TrialsMaintain ability to provide ETC creation during pre-trial production inspection and test cyclesTransfer current cutter ETC tool pre-trial deficiencies (1 List), Quality CARs, and prior cutter rollover trial card data into TSM systemAssist OPC PRO and INSURV personnel with creation of new trial cards using ETC toolAssist OPC PRO personnel with pre-screening and screening activities before, during, and post trialsAssist OPC PRO with tracking, defect coding, and other applicable technical assistance on all trial cards from ETC tool creation through closure in TSM systemMaintain deployable mini-local area network for sea trials consisting of maximum twenty (20) laptops and associated network infrastructureEnsure computer software and hardware is updated and maintained in accordance with Coast Guard and NAVSEA TSM requirementsRespond to USN INSURV trial card database requests pre, during, and post trialsAttend meetings in relation to assigned tasks and support program reviews as assignedMaintain individual Security+ certification based on re-certification requirements from certifying authority (contractor responsibility, not Government)Ensure all equipment required to support trials is compliant with Authorization to Operate (ATO) rules and regulationsEducation and Experience: Required:Bachelor's degree OR at least six (6) years of relevant experienceCurrent Security+ certification (contractor responsible for maintaining certification throughout contract period)Ability to perform moderate walking and movement through active shipyard and OPCs under constructionClearance Requirement:Security clearance requiredRequired Skills and Competencies:Proficiency in use of Government TSM system and ETC toolExpertise in Microsoft Office suite applications including Word, Excel, PowerPoint, and AccessComprehensive knowledge of ship construction deficiency records management processesStrong technical aptitude for database management and troubleshootingAbility to work independently during sea trials and production inspection cyclesExcellent organizational skills for tracking multiple deficiency records simultaneouslyStrong attention to detail in defect coding and technical documentationCapability to provide training and technical guidance to Government and contractor personnelAbility to deploy and maintain local area network infrastructure for trialsUnderstanding of Coast Guard and NAVSEA technical requirements and compliance standardsFlexibility to personnelAbility to work in shipyard and shipboard environments with moderate physical demandsDesired Skills and Competencies:Experience with Navy Board of Inspection and Survey (INSURV) inspection processesFamiliarity with shipbuilding Quality Assurance processes and Corrective Action Request systemsExperience supporting at-sea trials and shipboard operationsKnowledge of Coast Guard or Navy
