Technical Program ManagerThe Hardware Engineering Lab is seeking an experienced Technical Program Manager to implement and drive effective processes, tools and solutions for multiple R&D project teams. The successful candidate will help us establish project management methodologies, tools and techniques for improved communication, risk management, quality, and financial operation.Essential Duties and Responsibilities:Establish project management methodologies and policies across the department/labIdentify and implement specialized tools to manage program operationsAssist lab leader in conducting project reviews and monitoring project work plansAssist project leads to complete project charters and communicate/report to sponsoring departmentsDevelop and validate project work plans, including benefit and cost estimates, time and resource estimates, and detailed scope and definitionsReport on project performance and identify any project risksOptimize processes to ensure resources are effectively allocated to projects including funding on business outsourcing, leased workers and third-party cooperationCollaborate with the FP&A team on program and project performance analysisWork as a team with Legal/Trade Compliance, HRBP, Staffing and Procurement to develop and implement process and guideline on contingent workforce management, including overseeing headcount and expense budget, preparing export control review, drafting training materials, etc.Provide project management training to the project managers and technical project leads on strategic and business planning, project evaluation, management reporting and business processesEnhance project management tools and set standards to help project managers oversee headcount and expense budget, prepare export control review, track schedule and delivery so as to optimize business achievementsIn collaboration with Lab and IT Management, develop BU/Lab project dashboard report to demonstrate project performance in align with Client, financial and operational goalsCommunicate proactively with headquarters and global offices to ensure stakeholder requirements are met and project initiatives are effectively evaluatedPartner with platform and business groups on various cross functional activities in contribution to business efficiency and project successOther program management duties as assignedJob Requirements:Master's Degree in engineering, business, or related technical field, or an equivalent combination of education, training and experience.Five (5) years of hands on experience in program management for highly technical multi-disciplinary teams in an Engineering R&D work environment.Skills and Abilities:Knowledgeable in program management tools and business analyst principles and techniquesExcellent documentation, organization and technical communication skills in Mandarin and EnglishExperience with finance, accounting and project management principles (Waterfall, Agile, Etc.)Demonstrated ability to handle multiple projects and deadlines while being self-motivated and detail-orientedStrong working knowledge and experience using MS Office, particularly in ExcelAttention to detail and ability to multi-task in a fast-paced working environmentPhysical Demands:Must be able to lift/carry materials, move about the office, turn on and operate a computer in the applicable environment, communicate efficiently and effectively on the telephone or in person, and complete required paperwork.Working Conditions:Standard indoor office environment.
