Combining hands-on technical leadership with strong business analysis skills, the full-time Technical Lead / Business Analyst will support a Federal web modernization and digital services program by translating stakeholder needs into clear requirements and guiding development coordination in a collaborative environment. Key responsibilities Serve as a bridge between Government stakeholders, business users, and technical teams to support web modernization and digital services delivery Elicit, analyze, document, and validate business and technical requirements, user stories, and acceptance criteria Lead technical design discussions and coordinate development activities, ensuring adherence to best practices and Federal standards Required qualifications Experience in web modernization, digital services, or public-facing website programs Hands-on technical understanding of Drupal or comparable WCMS platforms and modern web development practices Experience in Agile/Scrum or Kanban delivery environments, coordinating cross-functional teams Working knowledge of Section 508/WCAG standards and Federal digital service expectations Proficiency with tools like Jira and Confluence for backlog management and collaboration
