Head of NG911 Call-Handling Software Architecture (GEMMA)
The Head of NG911 Call-Handling Software Architecture is responsible for leading the end‑to‑end architectural strategy, design, and technical vision of the NG911 call‑handling platform (e.g., GEMMA). This role ensures that the platform meets industry standards for performance, scalability, security, and reliability while enabling seamless integration with emergency communication systems and future public safety technologies. The position is collaborative and works closely with product management, engineering, operations, and government stakeholders to drive innovation in mission‑critical software supporting next‑generation 911 (NG911) services.
Key Responsibilities
- Architecture & Technical Leadership : Define and maintain the architectural blueprint, align with NENA i3 standards and regulatory frameworks, guide design decisions for scalability, fault tolerance, real‑time communications, geospatial routing, and cybersecurity, evaluate emerging technologies such as cloud‑native services and AI/ML for dispatch support.
- Strategic Planning & Innovation : Lead long‑term technical planning, establish architectural roadmaps that align with organizational goals, collaborate with product and program leadership to assess feasibility, cost, and risks, and mitigate architectural risks early in the development lifecycle.
- Cross‑Functional Collaboration : Work with engineering teams to ensure design implementation, coordinate with public safety agencies, telecom providers, and government partners for compliance with NG911 mandates, and serve as a subject‑matter expert in internal and external forums.
- Governance & Standards : Establish and enforce best practices, design patterns, and coding standards; ensure compliance with SLAs, data privacy laws (e.g., CJIS), and cybersecurity frameworks (e.g., NIST 800‑53); drive design reviews and technical audits.
Qualifications
- Required
- Bachelor’s or Master’s degree in Computer Science, Software Engineering, or related field.
- 10+ years of experience in software architecture or engineering, with at least 3 years in a leadership role.
- Proven experience with large‑scale, real‑time, mission‑critical systems, preferably in public safety, telecom, or defense sectors.
- Strong understanding of NG911 standards (e.g., NENA i3), SIP/RTP protocols, CAD systems, and GIS.
- Expertise in distributed systems, microservices architecture, and secure cloud deployments (AWS, Azure, or hybrid).
- Preferred
- Experience with Emergency Services IP Networks (ESInets) and PSAP systems.
- Familiarity with federal and state‑level NG911 initiatives.
- Certifications in architecture frameworks (e.g., TOGAF) or cloud architecture.
