Headquartered in Tysons, Virginia, LMI is committed to delivering impactful results that strengthen missions and drive lasting value.ResponsibilitiesThe Project Manager (PM) supports the U.S. Border Patrol by overseeing every phase tactical infrastructure construction or alteration project from initiation to close out.

The professional works with partners such as the U.S. Army Corps of Engineers (USACE) to develop and manage various construction projects. The PM is responsible for contract administration, tracking the progress of the project scope, budget and schedule and may be responsible for updating project information in CBP databases such as SAP, FITT, WMS and TRIRIGA. The PM also tracks and manages risk and facilitates change management efforts and communication among all stakeholders throughout the life of the project(s).The Project Manager serves as an agency representative, reviewing schedules and work plans from service providers and contractors, performing quality control on work, ensuring SOWs are followed, and reviewing invoices.

Specific duties include:Serve as project manager for construction activities Oversee all phases of the project from kickoff to closeoutLead planning efforts for projectsWork with USBP to develop and validate project requirementsDevelop project requirements documents (PRDs)Update PRDs based on input from stakeholdersTrack PRDs through project completionDevelop and manage project scope, schedule, risk and budgetCoordinate contracts with the executing agency such as USACE, etc.May perform technical review of design and engineering drawings and specificationsCoordinate with the real estate and environmental teams to obtain required permits and to ensure areas are "green/green" (approved for access)Coordinate with key stakeholders on day to day project progressServe as liaison to USBP or AMO regarding project progress and issuesTravel to project site to review work progress in personMay input data into various CBP systems such as SAP, TRIRIGA, WMS and FITTCollaborate with the Contracting Officer Representative (COR) for construction and alteration activities Contribute to the development of Statements of Work (SOWs) and ensure the SOW is being met by the contractorPerform Independent Government Cost Estimates (IGCEs)Perform inspectionsDevelop materials for Program Management Reviews (PMRs) as requiredQualificationsAbility to pass a government background investigation, including financial, criminal, residential, educational, foreign affiliation, prohibited substance abuse, and employment verifications; active U.S. Customs and Border Protection background investigation preferred. Please note that only U.S. citizens are eligible for a suitability determination.Bachelor's degree in architecture, engineering, construction management, business/management or related field.3+ years of large-scale construction management experience; OR, 5+ years of construction experience in lieu of a degree.Professional certification in a relevant field such as a Project Management Professional (PMP) or Certified Construction Manager (CCM)Skills and experience Ability to effectively manage a large scale projectAbility to effectively gather and validate requirementsAbility to effectively develop project budgets and perform cost estimatesAbility to effectively develop and review project schedulesAbility to perform risk analysisAbility to communicate clearly with a wide variety of stakeholders orally and in writingPossess technical and business writing skillsPossess the ability to be flexible in a fast paced environmentPossess strong organizational skillsDetail oriented with strong time management and presentation skillsAbility to multi-taskAbility to effectively problem solveAbility to think strategicallyAbility to absorb and summarize complex issuesPossess strong interpersonal skills, including an ability to collaborate well with others and build strong relationshipsPreferred skills & experience Knowledge of construction processes, standards and codesKnowledge of accounting processes and principles and engineering and architectural processes and principlesKnowledge of facilities, Tactical Infrastructure, and/or towersKnowledge of the DHS acquisition processGeneral understanding of OSHA and environmental rules and regulationsUnderstanding of databases such as TRIRIGA, FITT, SAP and procurement processesWorking knowledge of the National Environmental Protection Act (NEPA), Storm Water Pollution Prevention Plan (SWPPP) and Endangered Species Act (ESA)Knowledge of computer software, such as RSMeans and Microsoft Office Suite (mainly Word, Excel, PowerPoint, Project, Visio)Job LocationsUS-TX-McAllen
