Systems TechnologistChartis Federal is seeking an experienced Systems Technologist to support secure tactical communications operations within U.S. Customs and Border Protection (CBP) Tactical Communications (TACCOM) environments.This role supports the full lifecycle of Over-The-Air Rekeying (OTAR) operations and cryptographic key management, ensuring the secure, reliable, and continuous operation of mission-critical Land Mobile Radio (LMR) systems. The OTAR Specialist operates in a 24x7x365 mission environment, supporting provisioning, secure communications continuity, system integrity, and operational readiness in accordance with DHS and CBP standards.Responsibilities include:Support the full lifecycle of OTAR and cryptographic key management, including controlled key generation, distribution, rotation, revocation, validation, and trackingIssue and manage Radio Service Identifications (RSIs), IP addressing, and associated communications provisioning dataConfigure, update, and maintain OTAR provisioning data in accordance with CBP operational requirementsOperate and maintain Key Management Facility (KMF) systems and associated toolsUtilize Key Variable Loaders (KVLs) to securely load, manage, and maintain encryption keysSupport OTAR-enabled P25 Land Mobile Radio (LMR) communications systems across mission environmentsPerform validation and verification of provisioning data and cryptographic key loads to ensure accuracy and system alignmentTrack OTAR activities, incidents, and operational requests using enterprise systems such as Remedy, ServiceNow, or equivalent platformsGenerate and maintain operational reports related to secure voice Push-to-Talk (PTT) activity, OTAR performance, and system readinessAnalyze operational data and reporting outputs to identify trends, improve processes, and support mission decision-makingProvide first-echelon and escalated support for OTAR provisioning, secure communications issues, and subscriber support requestsDiagnose and resolve key synchronization, provisioning discrepancies, and secure communications failuresMaintain accurate documentation, audit records, and traceability of OTAR activities to ensure compliance with DHS and CBP accountability standardsSupport inventory accountability processes, including Local Property Officer (LPO) or asset tracking functions as requiredCoordinate with internal teams, government stakeholders, and vendors to support ongoing TACCOM operationsSupport ad hoc mission requirements, surge activities, and technical initiativeEnsure compliance with federal cybersecurity, communications security (COMSEC), and CBP/DHS operational policiesRequirements include:Bachelor's degree in a relevant field, or equivalent combination of education, technical training, military experience, and hands-on operational experience3+ years of experience supporting OTAR, LMR systems, secure communications, or tactical radio environmentsHands-on experience with Key Management Facility (KMF) and Key Variable Loader (KVL) platformsExperience supporting OTAR-enabled P25 or comparable Land Mobile Radio (LMR) systemsFamiliarity with Motorola APX, Motorola NEXT, or similar communications platformsExperience working in ticket-driven operational support environments (e.g., Remedy, ServiceNow, or equivalent systems)Strong troubleshooting, analytical, and problem-solving skillsExperience maintaining operational records, documentation, and system tracking dataStrong communication and customer support capabilities in operational environmentsPreferred qualifications include:Experience supporting DHS, CBP, FPS, FEMA, DoD, or other federal tactical communications environmentsFamiliarity with CBP TACCOM operations or U.S.
