Systems AnalystThe City of Virginia Beach is seeking a highly skilled Systems Analyst to support the planning, implementation, maintenance, and optimization of enterprise systems that enable efficient municipal operations and high?quality public services. This role serves as a bridge between city departments, technical teams, and vendors to ensure systems meet operational needs, comply with city standards, and support long?term strategic goals.The ideal candidate brings strong analytical skills, experience with enterprise applications, and a commitment to improving government services through technology.Responsibilities:Analyze, design, and implement system solutions that support city operations and service delivery.Serve as a liaison between city departments, IT teams, and external vendors to gather requirements and translate them into system specifications.Evaluate existing systems and recommend enhancements, integrations, or replacements to improve efficiency and user experience.Configure, test, and deploy system updates, patches, and new modules.Develop and maintain system documentation, including workflows, data dictionaries, and configuration records.Troubleshoot system issues, perform root?cause analysis, and coordinate resolution efforts.Support data integrity, reporting needs, and system security in accordance with city policies.Assist with project planning, timelines, and resource coordination for system?related initiatives.Provide training, guidance, and support to end users across city departments.Ensure compliance with municipal standards, state regulations, and best practices for system management.Requirements:Must be a US citizen.Bachelor's degree in Information Systems, Computer Science, Business Administration, or related field OR 6 or more years of relevant experience in lieu of a degree.3–5+ years of experience in systems analysis, application support, or enterprise system administration.Experience with requirements gathering, system configuration, and troubleshooting.Strong understanding of system integration, data flows, and application lifecycle management.Ability to communicate effectively with technical and non?technical stakeholders.Proficiency with enterprise systems, databases, and reporting tools.Familiarity with public?sector or municipal environments.Successful background and drug screening check.Preferred Requirements:Experience working in local government or public?sector IT environments.Knowledge of municipal systems such as ERP, permitting platforms, asset management systems, or public safety applications.Experience with SQL, scripting, or data analysis tools.Certifications such as ITIL, CompTIA, Microsoft, or PMI?PBA.Experience supporting modernization, cloud migration, or digital transformation initiatives.Core Competencies:Analytical and Critical ThinkingCustomer Service and Public?Service OrientationTechnical Problem SolvingCommunication and CollaborationAdaptability and Continuous ImprovementEthical Conduct and AccountabilityPhysical Demands or Work Environment:The majority of the time is spent in an office setting.Occasionally lift and/or move up to 25 pounds.Specific vision abilities required include close vision, distance, vision, color vision and ability to adjust focus.
