Systems Analyst IIThe Department of Information Resources (DIR) requires the services of (1) Systems Analyst II, who meets the general qualification of Systems Analyst and the specifications outlined in this document for Health and Human Services Commission (HHSC) Information Technology.Responsibilities include:Supporting the migration efforts of the integrated resident information system, HHSC IRIS, which includes Cerner Millennium, Dentrix, CareTracker and RLDatix Risk Module to a new SaaS solution. This includes comprehensive planning, data assessment, cleansing, and mapping to ensure compatibility with the new system.Ensuring that design complies with HHSC standards and setting up validation and auditing processes to maintain data integrity post-migration.Performing necessary testing of the migration process, including creating and executing Unit test scripts, managing test scenarios, analyzing test results, and debugging issues.Providing regular updates on the migration progress to all project stakeholders including immediate managers, technical leads, developers, and business analysts.Facilitating the smooth transition to the new system by providing strategic oversight and support post-migration, including training end-users, preparing comprehensive system documentation, and recommending strategies for optimizing system performance based on feedback and performance metrics.Minimum Requirements:7 years of experience in database management systems and data migration, with a strong emphasis on healthcare EHR systems, particularly those involving complex integrations like Cerner Millennium.7 years of experience in Oracle, Microsoft SQL Server, or similar database scripting, crucial for the efficient migration of data to new SaaS platforms. Also, skill in using EXCEL, Word, Visio, and other spreadsheet software.7 years of experience in business analysis, including reviewing, analyzing, and evaluating user requirements, operational procedures, and identifying solutions to automate processes or enhance system functionality.7 years of experience in documenting business process flows and standardizing existing and future process flow improvements by conducting data collection and meetings with the subject matter experts to gain full understanding of system usability and documenting the w7 years of experience in preparing specifications for data input/output processes.7 years of experience in resolving complex data-related issues using robust analytical skills and logical problem-solving approaches.7 years of experience in exceptional oral and written communication skills, essential for producing clear project documentation and engaging effectively with stakeholders.7 years of experience in strong interpersonal abilities to support diverse teams and inspire high productivity and collaboration among team members.7 years of experience in in-depth knowledge of current IT industry trends and market insights, applying them strategically within the organization.7 years of experience in architectural concepts, principles, and tools relevant to infrastructure, information systems, applications, and organizational structure2 years of prior experience with SaaS model EHR systems and cloud data migrations.2 years of experience with Texas DIR Project Delivery Framework and document templates.2 years of familiarity with the existing and planned software technology and the global, regional, and local software architecture and infrastructure components.2 years of experience in regulatory compliance and data security related to healthcare data.Work Hours and Location:Services shall be provided during normal business hours unless otherwise coordinated through the client.
Normal business hours are Monday through Friday from 8:00 AM to 5:00 PM, excluding State holidays when the agency is closed. The primary work location(s) will be at Austin, Texas 78751. The working position is Telework.
