System Support/Report DeveloperPierre, SD (Remote)8 month contract with possibility to extensionThis position will work as part of a team, which includes Bureau of Information and Telecommunications (BIT) Development staff, Department of Education (DOE) staff, and vendor staff. This position will be responsible for maintaining and enhancing the functionality of SD-STARS (Student-Teacher Accountability and Reporting System). SD-STARS is a Statewide Longitudinal Data System (SLDS) that is heavily reliant on and driven by agency and district use.
Acting as primary support and developer, this position will work with the client to translate business needs into clearly defined, well-documented, high-quality requirements and functional designs while also developing technical solutions.Specific Duties:With the incumbent vendor, facilitate ETL processes of a longitudinal data warehouse with a data lake, including but not limited to rolling the system into the new school year, loading data, and maintaining current ETL code.Perform data validation to ensure data display accurately in the backend tables as well as published reports.Create ad hoc SQL queries to answer a wide range of inquiries of the system, from troubleshooting problems to formal data requests.Monitor the system, including but not limited to the nightly jobs and load performance; utilize the vendor-created solution to monitor processes and applications of the system.Perform organizational tasks that keep the system and documentation up to date, including but not limited to managing security, updating technical documentation, identifying systemic problems, and utilizing a vendor-created metadata management application, as well as maintaining reports, jobs, and stored procedures.Develop MicroStrategy dossiers or dashboardsCreate and update existing SQL Reporting Services (SSRS) reports and PowerBI reports.Load assessment files into the database using a vendor-created solution.Monitor the vendor-created identity management solution.Maintain SD-STARS security for users by monitoring the jobs and processes, raising possible concerns, and implementing security for reports and dashboards.As a member of the technical team, participate in planning and status meetings.As a member of the technical team, assist other team members with the system when needed.Qualifications:The successful candidate must have the following knowledge and experience for this position:Bachelor’s degree plus 3+ years of experience in systems development with emphasis on data conversion and ETL;3+ years of experience programming in Transactional SQL (TSQL);3+ years of experience in ETL development;2+ years of experience in SSRS;2+ years of experience developing MicroStrategy reports and dashboards;2+ years of experience developing PowerBI dashboards;Experience in identifying and communicating complex and technical issues followed by developing recommendations and facilitating resolution with stakeholders;Working knowledge of data modeling in data warehouses, cubes, etc;Working knowledge of effective data conversion methods and approach;Working knowledge of data conversion complexities;High level of attention to detail – thoroughness, and accuracy when accomplishing tasks;Excellent communications skills, both verbal and written;Professional demeanor – communicates with stakeholders in a friendly, unbiased, and professional manner;Ability to maintain effective working relationships with BIT, DOE, and vendor staff;Ability to work within a demanding project environment;Ability to follow, update, and create documentation of work processes;Ability to keep information confidential and abide by security standards and laws (ex: FERPA); andAbility to pass background security check (including fingerprinting).The successful candidate should have the following knowledge and experience for this position:Proficient in relational database and data warehouse – design, creation, optimization, and refactoring SQL databases;Proficient in the development of stored procedures, triggers, functions, SSIS, SSRS, and PowerBI;Proficient in the development of MicroStrategy dossiers and dashboards;Knowledgeable in the use of Azure DevOps (ADOS) source control including branching and merging;Knowledgeable in SQL performance tuning, including use of the query store;Knowledgeable in SQL replication technologies;Experience in translating non-technical client requirements into information technology solutions;Experience in unit and functional testing on developed applications;Familiar with Software Development Life Cycle (SDLC) concepts;Familiar with Agile and/or Scrum development methodologies; andAbility to perform these functions with minimal supervision.
