Job Title

This position is located within the Department of the Interior, Office of the Secretary (OS), Office of the Assistant Secretary for Policy, Management, and Budget (ASPMB), Office of Employee Development (OED). The official duty station will align with the selectee's current duty station. If applying to "location negotiable after selection", this means that your official duty station will be based off your current DOI official duty station.

Major Duties

At the full performance level (GS-15) the major duties of this position include, but are not limited to the following:

  1. Leads and manages a diverse workforce, including supervisors, program managers, administrative staff, and contractors. Exercises full supervisory authority, resolving complex issues, evaluating performance, approving selections and awards, and addressing employee relations matters. Ensures consistent performance management and contractor oversight.
  2. Oversees all OED administrative and business functions, including budget, human capital planning organizational management, procurement, contracting, and records management. Directs facilities, space planning, lease oversight, property accountability, vendor management, travel, timekeeping, and contracted administrative support. Leads modernization and improvement of administrative systems and processes.
  3. Provides strategic and operational leadership for Registrar and Learning Center operations, ensuring effective management of enrollment, scheduling, tuition tracking, academic records, catalogs, logistics, and instructor support. Ensures compliance and integrity of all student records and registration processes and collaborates with OCIO to maintain system reliability and data quality.
  4. Directs Customer Experience and Customer Engagement programs, including communication strategy, branding, accessibility compliance, and content licensing. Oversees analysis of customer and marketing data to assess program effectiveness, guide leadership decisions, improve service delivery, and support long-range planning.
  5. Leads major program areas with significant resource impact, making authoritative decisions on priorities, funding, training investments, and operational improvements. Ensures contractor performance standards are met. Identifies and implements workflow and process improvements. Provides expert guidance on policies, standards, and alignment of training and development programs with DOI and bureau requirements.

The Office of the Secretary has determined that the duties of this position are suitable for telework and may be allowed with supervisory approval. Salary information salary will vary based on current duty station and will vary. For the locality pay area of Rest of U.S. GS-15 (Step 1) $147,945 - (Step 10) $192,331 per annum For the locality pay area of San Jose-San Francisco-Oakland, CA: GS-15 (Step 1) $184,950 - (Step 10) $197,200 per annum. This vacancy may be used to fill additional positions as vacancies become available.
