Subcontract Manager

The Subcontract Manager is responsible for the full life cycle of Subcontract Management to include pre-proposal, proposal, execution, and closeout activities. The Subcontract Manager will also be responsible for evaluating Subcontractor Request for Proposals, negotiating subcontracts, identifying potential business risks, executing subcontract modifications and change management and supporting negotiating Terms and Conditions.

Responsibilities include assimilating with the organization to build strong relationships with functional peers, program managers, Subcontractors, and other internal customers; assisting program teams in developing effective subcontractor strategies; establishing and leading proposal evaluation teams; leading audits related to subcontract activity; creating and maintaining Government compliant Procurement files; acting as a subject matter expert in the field of Subcontracts; supporting multi-function teams and providing program management oversight of the subcontractor; supporting subcontractor search and selection teams; issuing subcontracts, modifications and all contractual documentation to the Subcontractors; managing multiple priorities with several internal program teams; leading special projects as assigned; supporting other Procurement activities as assigned; working independently with little oversight required; having extensive experience managing Subcontractors in Naval, Subsea or Maritime Contracts; understanding requirements of Prime Contract and Deliverables; and supporting ensuring ITAR, EAR, BAA, Export and CUI regulations.

Required qualifications include a BS or BA, 12+ years of experience in Government Subcontract Management with 5+ years of Prime Contract experience, experience leading subcontract proposals, experience in administering various types of Contracts, demonstrated expertise with Federal Acquisition Regulation (FAR) and DFAR procurements, CPSR audit experience, expertise to conduct Cost and Price Analysis, direct experience with Proprietary Information Exchange Agreements and Teaming Agreements, excellent communication and problem-solving skills, excellent written and verbal communication skills, ability to foster strong customer relations, attention to detail and accuracy, excellent organizational skills, and the ability to work as part of a team. Active clearance or the ability to obtain one with recent experience working on related programs is also required.

Desired qualifications include a Master's Degree, experience with DoD and other federal agencies, Commercial Subcontracts experience, Large DoD Company experience, and Team lead/Management of others.

Compensation $101,600.00 - $152,400.00
