(onsite at the Washington Navy Yard)Position OverviewWe are seeking an experienced Senior Financial Management Analyst/Consultant to provide financial management and accounting support to the Department of the Navy and NAVWAR. This is a full-time, onsite position located at the Washington Navy Yard.In this role, you will collaborate closely with a team of consultants and government stakeholders, delivering analytical and advisory support across a broad range of financial management activities. The position balances independent execution with daily interaction across multi-functional teams and clients.Key Focus AreasSupporting complex Planning, Programming, Budgeting, and Execution (PPBE) and programmatic effortsDeveloping, executing, and monitoring DoD budgets and annual financial spend plansConducting account analysis and reconciliation, variance analysis, financial tracking, reporting, budgeting, and forecastingAdvising government leadership on key financial, operational, and programmatic issuesResponsibilitiesInput, maintain, and analyze financial data within government systems (e.g., Navy ERP, Standard Procurement System, and successor systems)Assist with budget formulation, cost monitoring, and variance analysisMeasure organizational performance and evaluate program or policy impacts on budgetsResearch financial, economic, and regulatory developments impacting funding and executionEnsure compliance with policies and procedures governing budget formulation and executionManage multiple funding types and coordinate with diverse internal and external stakeholdersPrepare and brief financial budgets, reports, analyses, and executive-level summariesDevelop recommendations and courses of action (COAs) to address financial challengesInterpret and apply financial management policies, regulations, and strategic objectivesDesired Skills & ExperienceExceptional written and verbal communication skillsAbility to perform effectively in fast-paced environments, both independently and as part of a teamStrong analytical and problem-solving capabilities with minimal oversightDemonstrated ability to rapidly learn new systems, tools, and processesHigh attention to detail and accuracyAdvanced Excel proficiency (daily use)Proficiency with Microsoft Office (PowerPoint, Word, Access, Outlook)Experience with data visualization tools (e.g., Power BI, Tableau)Experience with Navy Enterprise Resource Planning (N-ERP) preferredQualificationsBachelor's degree from an accredited institution7+ years of Navy/DoD financial management or relevant federal consulting experienceStrongly preferred: Department of the Navy experience, including accounting, finance, consulting, NAVWAR financial systems, and PPBE processesAbility to obtain a SECRET government security clearance (TS/SCI may be required for select projects)Certified Defense Financial Manager (CDFM) certification preferredEqual Employment OpportunityArtemis Consulting, LLC is an equal opportunity employer.
