Delek US Holdings is seeking an E&I Reliability Engineer to provide technical guidance on electrical and instrumentation equipment within the refinery. The role focuses on maintaining and improving safety, environmental, and reliability performance of the assets.

Job Summary

The E&I Reliability Engineer will demonstrate accountability for increasing equipment reliability by improving time between failures while reducing equipment downtime and maintenance costs. The engineer works collaboratively with the entire refining organization to develop, implement, and maintain Delek’s Engineering Practices and applicable RAGAGEP standards.

Responsibilities

  • Serve as the site technical resource for Electrical, Instrumentation, and Analyzer reliability and compliance programs across refinery operating units.
  • Provide engineering technical support to operating units, environmental activities, and plant projects to improve reliability, process safety, and environmental performance.
  • Maintain and improve E&I asset reliability programs for electrical power distribution, instrumentation, process analyzers, CEMS, ambient air monitoring systems, PLCs, SIS components, transmitters, control valves, motors, switchgear, MCCs, transformers, and protective devices.
  • Develop, optimize, and maintain preventive maintenance, predictive maintenance, inspection, testing, calibration, and quality assurance strategies based on RAGAGEP, OEM recommendations, FMEA, reliability data, regulatory requirements, and risk/criticality assessments.
  • Serve as a technical resource for NFPA 70, NFPA 70E, NFPA 70B, OSHA , IEC 61511, ISA standards, API 556, NFPA 87, EPA requirements, and applicable company engineering and mechanical integrity standards.
  • Maintain electrical safety programs and power system documentation, including safe work practices, SKM models, one‑line diagrams, protective device settings, short‑circuit studies, coordination studies, and arc‑flash analyses.
  • Develop and maintain critical equipment, critical instrument, critical spare parts, and obsolescence strategies for E&I assets based on safety, reliability, process impact, business criticality, inventory, and supply source risk.
  • Review and improve heater instrumentation and control mechanical integrity procedures to align with applicable API 556 or NFPA 87 requirements based on the implemented design standard.
  • Support SIS lifecycle management, including proof testing, functional testing, SIS documentation, design integrity validation, performance monitoring, and participation in PHA/LOPA reviews.
  • Develop and maintain inspection and test plans for instrumentation integrity verification, including calibration, loop checks, functional testing, proof testing, and compliance with API, ISA, IEC, OEM, and company standards.
  • Maintain lifecycle management for analyzer systems used for process control, emissions reporting, environmental compliance, ambient air monitoring, and product quality.
  • Support analyzer reliability and compliance activities, including sample integrity, lag time, flow characteristics, material compatibility, GC configuration and troubleshooting, RATA, CGA, linearity, drift checks, fenceline benzene/BTEX analyzers, and audit‑ready calibration and certification records.
  • Analyze E&I failure trends, equipment history, and field performance data; identify problematic assets; lead or support RCFA investigations; and implement corrective actions to reduce downtime and improve reliability.
  • Lead and support reliability improvement projects, capital project reviews, infrastructure upgrades, analyzer replacements, sample system redesigns, electrical distribution improvements, switch rack replacement strategies, and other risk‑reduction initiatives.
  • Support turnaround, unit shutdown, startup, outage, and capital planning through scope development, reliability justification, technical support, and assessment of operating impacts on equipment.
  • Maintain accurate E&I documentation and CMMS records, including one‑line diagrams, instrument indexes, I/O lists, analyzer data sheets, sample system schematics, calibration records, settings files, configuration backups, PM records, test reports, and mechanical integrity records.
  • Participate in MOC, process hazard analysis, PSM, incident investigations, alarm management, pressure protection management, procedure development, equipment additions/modifications/deletions, and process design reviews for E&I scope.
  • Evaluate maintenance and reliability work practices, conduct gap assessments, develop or improve technical standards, and work with site teams to remove barriers and improve work process effectiveness.
  • Provide troubleshooting support, field mentoring, and training to E&I technicians, analyzer technicians, operations, maintenance, engineering, and project teams; engage vendors and specialty contractors as needed for testing, calibration, upgrades, studies, spare parts, and reliability improvements.
  • Stay current on industry best practices, technology, equipment design, and professional standards; this role may not detail every task or responsibility required.

Education and Experience

  • Bachelor’s Degree (4 years) – Required
  • Four (4) or more years Oil & Gas or related experience – Required
