Sr Data ArchitectThe Missouri Department of Labor and Industrial Relations Division of Workers Compensation (DWC) is looking for a vendor partner with experience in data architecture for the DWC Modernization project. This partner will serve as a subject matter expert (SME) and technical resource for the DWC Modernization Project. DWC is undertaking a project to modernize its business processes and replace the current legacy applications.
The Program will provide a complete solution to build a future workers’ compensation system to integrate technology and business procedures so that DWC staff can achieve operational excellence and focus their time on the needs of the injured workers.Requirements:Must have a minimum of five plus years (5+) experience with Data Modernization projects implementing Master Data and Data Governance within State government.Must have a minimum of five plus years (5+) experience with data architecture in the following areas:Oversight of Data Migration effortsDefining and standardizing structure of centralized databasesAnalyzing methods for transforming existing data into a format for a new environment and the loading data into other database structures.Reviewing existing migration tools and providing recommendations for improving the performance of the migration process.Providing necessary change and support documentation for data migration effortsMigrating dataData warehouseOverseeing Data Migration efforts on large complex projectsExperience with the DOLIR AICS application preferred.Experience with Missouri Workers’ Compensation system preferred.Performance Requirements1. A contractor must provide technical assistance with the existing DWC Modernization project.Contractor must manage the data warehousing process, including data design, data load processing, data validation, and exception reporting predominately.Contractor must develop complex SQL queries in support of reporting, data delivery, ETL, and database maintenance.Contractor must provide hands-on coding to support data ETL processes and data delivery between various systems.Contractor must create, test and maintain transformation logic and quality assurance filters in support of data integration processes.Contractor must establish, regularly update and monitor database performance baselines.Contractor must perform Data modeling using Visio and DataIO.2. A contractor must provide analysis of the existing DOLIR AS/400 AICS data and data processes.
The contractor must assist to translate and architect valid solutions that support the AICS data and associated processes within the new DWC Work Comp Connect application being developed as part of the DWC Modernization project.Contractor must ensure master data is coordinated across the Division, providing a unified master data service that is accurate, consistent and complete.Contractor must assist in data cleansing and standardization of master data.Contractor must assist with identifying orphans / bad data and provide a resolution to fix.Contractor must participate in the definition, requirements, and solutions for master data.Contractor must facilitate the maintenance of a master data list.Contractor must establish and enforce database system standards.Contractor must work with data stewards to develop and maintain database dictionaries and documentation.Contractor must manage the database system lifecycle by evaluating, planning, and guiding database management system upgrades (database engine, utilities, application tools, services, and operating system)Contractor must assist with forecasting, recommending, and planning changes to the underlying infrastructure which supports the enterprise database system, including the addition of storage and memory and configuration changes that enhance database availability and performance.Contractor must support the scheduling of automated reporting jobs by customers and internal staff.Contractor must serve as the subject matter expert on data ETL and data integration process.
