Job Description
BCS Allegient has a 35-year history of helping government, research, and private sector clients implement their programs and missions to achieve success. We offer a breadth of professional support services in the areas of business management, communications, systems engineering, analysis, mission execution, and organization performance. BCS Allegient has a contingent opening for a Contract Specialist to support a federal client. Salary range: $110K - $120K depending on experience.
Job Functions
- Perform pre-award functions: gather historical procurement and current market data, advise on regulatory impact, conduct and document market research, and obtain requisite reviews and approvals.
- Develop and edit solicitation documents (RFPs, RFQs, IFBs, combined synopsis/solicitations), determinations and findings, and file checklists; prepare and post pre-solicitation and solicitation notices (SAM.gov, GSA eBuy, NITAAC, SEWP).
- Prepare 8(a) offering letters, input SBCX small business reviews, and coordinate GWAC requirements with servicing agencies.
- Control vendor communications; facilitate technical and past performance evaluations, scoring, and ranking of offers and quotes.
- Prepare business and price analyses, negotiation objectives, award documents, award notices, and unsuccessful-offeror debriefs; complete FPDS procurement data reporting.
- Perform post-award administration: process unilateral and bilateral modifications, issue option-exercise notices, perform de-obligations (FFP through Cost), and attend kickoff meetings.
- Create and submit digital procurement case files to the COR within 10 days of action completion.
- Complete approximately 4 to 5 procurement requests per week after onboarding (approximately 240 per year); maintain professional, accurate, and complete contract files per the QASP.
- Complete required HHS/CDC information security, privacy, records management, and ICE training; identify as a contractor employee at all times (FAR 37.114).
Job Requirements
- Bachelor's degree (required).
- Minimum five (5) years of cradle-to-grave contracting experience.
- Current or previous FAC-C certification, or civilian equivalent (required).
- Previous ICE (Integrated Contracts Expert) experience preferred.
