Responsibilities

  • Oversee and guide technical implementation of a new Fiscal Agent Services module, as part of the Medicaid Enterprise System (MES).
  • Ensure solutions align with CMS guidelines, MITA maturity goals, interoperability standards, and federal modularity requirements.
  • Lead architectural reviews, assess solution implementation, and ensure alignment with enterprise architecture and technical policies.
  • Evaluate system integration needs across modules such as Eligibility and Enrollment, Provider Services, Third‑Party Liability, Pharmacy, and Data Warehousing.
  • Provide architectural guidance for system interfaces, data exchange standards, APIs, security models, and cloud adoption strategies.
  • Develop architectural artifacts such as logical and physical diagrams, data flow documentation, integration patterns, and technical roadmaps.
  • Collaborate with cybersecurity teams to ensure compliance with NIST, HIPAA, state security policies, and other applicable controls.
  • Participate in governance processes, review change requests, and ensure solutions are sustainable and maintainable.
  • Provide leadership and guidance to project teams, business analysts, developers, and external partners throughout the solution lifecycle.

Qualifications

  • Required: Proficiency in architectural modeling, data management concepts, and security best practices – 10+ years of experience.
  • Required: Excellent communication and stakeholder engagement skills, including the ability to explain technical concepts to non‑technical audiences – 10+ years.
  • Required: Experience collaborating with vendors, system integrators, and multidisciplinary teams – 10+ years.
  • Required: Considerable experience with cloud platforms (Azure, AWS, or equivalent) – 10+ years.
  • Experience designing or supporting large scale healthcare or government IT systems, preferably Medicaid or MES modules – highly desired, 10+ years.
  • Strong understanding of MITA framework and federal interoperability requirements – highly desired, 10+ years.
  • Considerable knowledge of emerging and traditional technologies such as Node.js, Java, Angular, React, Python, REST, JSON, XML, X12, FHIR, HTML5 – highly desired, 10+ years.
  • Considerable knowledge of databases, ETL tools, relational databases, SharePoint, X12, and legacy programming – highly desired, 10+ years.
  • Knowledge of enterprise integration, service‑oriented architecture, APIs, cloud computing, ETL and modular system design – highly desired, 10+ years.
  • Prior work with Medicaid Management Information Systems (MMIS) or Medicaid Enterprise Systems (MES) – highly desired, 8+ years.
  • Relevant certifications such as AWS/Azure Architect, or equivalent – highly desired, 8+ years.
  • Experience in state government, public sector consulting, or large enterprise architecture roles – nice to have, 8+ years.
