Software Development ManagerWe are seeking a Software Development Manager to lead a team of 5–6 developers and 2 QA Technicians in building and maintaining software for DMV services kiosks — and you will be one of the developers. This is a true player-coach role where you spend equal time writing and reviewing code alongside your teammates as you do managing people, process, and roadmap.This role is as much about serving your team as it is about delivering software. You will lead by example, stay technically engaged, and create an environment where the team can thrive.A key strategic priority for this team is the migration of existing kiosk applications to Microsoft Azure Cloud. The SDM will play a central role in planning and driving that initiative while ensuring the stability and reliability of current production systems.This position reports to the Director of Software Development and collaborates closely with the product team, technical operations, and cross-functional stakeholders.Duties and ResponsibilitiesLead, mentor, and develop a team of 5–6 software engineers (of which you are one) and 2 QA Technicians, fostering a culture of accountability, collaboration, and continuous improvementAct as a servant leader — prioritize removing blockers, supporting your team's growth, and creating conditions for them to succeedConduct regular one-on-ones, provide constructive feedback, and support career development for each team memberFacilitate code reviews and uphold engineering standards across the teamPartner with the Director of Software Development to align team priorities with business goalsCollaborate with the product team and technical operations to plan and deliver high-quality releasesWrite, review, and maintain production code using VB.NET and C#Contribute to the design and optimization of SQL Server queries and data access patternsBuild and maintain WinForms desktop applications, including the SST clientBuild and support web applications using C# / ASP.NET, including Web Forms, Web API, .NET MVC, and RESTful APIsLead the technical planning and execution of the Azure Cloud migration initiative, including Vue.js-based front-end modernizationTroubleshoot and resolve complex production issues across database, backend, and UI layersMake architectural decisions that balance pragmatism with long-term maintainabilityEducation and Experience7+ years of professional software development experience2+ years in a team lead, tech lead, or management roleExperience leading or contributing to cloud migration initiativesExperience working in complex, multi-system or legacy-integrated environmentsStrong hands-on experience with VB.NET and C# in production environmentsStrong experience with SQL Server, including query optimization and performance tuningExperience with SPA,.NET MVC, Web Forms, Windows Services, and WinForms application developmentExperience with Microsoft Azure Cloud architecture and developmentExperience working on systems where performance and reliability are critical to business operationsExperience leveraging modern AI-assisted development tools (e.g., Claude Code, Cursor, Microsoft Copilot)Experience with UWPExperience modernizing legacy systems or working in hybrid environmentsExperience with automated testing frameworks (Selenium, Playwright)Familiarity with CI/CD pipelinesExperience working in regulated or compliance-driven environments (e.g., PCI)Experience with devices like printers and credit card readersExperience working cross-functionally with product, operations, and executive stakeholdersKnowledge, Skills and AbilitiesTechnology Stack: VB.NET, C#, Visual Studio 2022, ASP.NET – Web Forms, Web API, MVC, and RESTful Services,.NET Framework 4.8 &.NET Core, WinForms, Vue.js, Azure Cloud, SQL ServerProven ability to balance technical contributions with people management responsibilitiesStrong written and verbal communication skillsAbility to contribute meaningfully to code while also leading a teamDevelop a strong command of the current kiosk application portfolio within the first 90 daysEstablish trust and strong working relationships with each member of the development teamActively contribute to the Azure cloud migration planning and executionIndependently deliver technical solutions involving VB.NET, C#, and SQL ServerIdentify and address team process improvements that increase delivery quality and velocityServe as a reliable partner to the Director of Software Development, product team, and technical operationsDemonstrated servant leadership approach — you lead by serving your team, not directing from aboveStrong coaching and mentoring skills with a genuine investment in others' successAbility to build trust, resolve conflict, and maintain team morale through challengesDemonstrated understanding of system quality attributes, including: Reliability, Scalability, Security, MaintainabilityWork EnvironmentOffice setting with a moderate noise level.The employee will work at an individual workstation, using a telephone and computer.Physical DemandsMust be able to remain seated for extended periods.Regular use of a computer and other office machinery, such as printers and copy machines.Occasional movement around the office.Frequent communication via telephone.Neumo SummaryWith the backing of four decades of public sector expertise and corporate capability, Neumo has successfully supported government services.
