Job Summary

ESP seeks a dynamic and dedicated Site Manager for potential new work at Offuitt AFB, NE. The Site Manager will oversee RC-135 Contractor Aircrew Training and Courseware Development work, ensuring full compliance with the Performance Work Statement objectives.

Responsibilities

The Site Manager is responsible for overseeing all simulator training activities at the training site. This role provides leadership and direction for contract instructors, support personnel, and courseware development staff and delivering aircrew instruction. The Site Manager serves as the principal liaison between ESP and the customer’s Program Office, ensuring contract compliance, operational effectiveness, training throughput, and a safe and secure working environment. The position coordinates scheduling, manages quality assurance programs, supports configuration requirements, and represents ESP in day‑to‑day base interactions.

Qualifications And Education Requirements

  • Minimum of 10 years "hands on" RC-135 training and simulation background.
  • Bachelor’s degree from an accredited institution or equivalent experience.
  • Minimum of four years of previous flight operations and/or flight training management experience OR courseware development experience.
  • U.S. citizen.

Preferred Skills

  • Experience managing training operations in a military or simulator‑based environment.
  • Experience supervising multidisciplinary teams.

Security Responsibilities 

  • Current Top Secret Security Clearance.

Work Environment 

  • Supervise and evaluate instructors and support personnel responsible for conducting aircrew training.
  • Act as the primary liaison between the government Program Office/Quality Assurance Representative (PO/QAR) and the ESP Program Manager.
  • Serve as the site-level contract representative and key point of contact for the USAF customer.
  • Ensure all site operations comply with contract requirements, policies, and standards.
  • Maintain positive working relationships with customers and support strong communication channels.
  • Ensure timely submission of monthly device utilization reports and other required reporting.
  • Establish and uphold appropriate safety and security standards for all training and maintenance activities.
  • Participate in and plan conferences, meetings, and discussions with USAF customers.
  • Ensure training throughput aligns with fiscal year contractual requirements.
  • Manage yearly, monthly, and weekly training schedules for academic and simulator training.
  • Provide oversight for personnel training programs and ensure the availability of necessary resources.
  • Manage the site’s quality assurance program to ensure compliance with AS9100D standards.
  • Submit required data monthly to meet CDRL documentation requirements.
  • Attend scheduled weekly, monthly, and quarterly meetings with ESP and customer stakeholders.
  • Provide leadership and motivation to team members through effective management and communication
  • Address customer inquiries or concerns promptly while maintaining professional relationships with clients
  • Enforce workplace safety practices to minimize hazards and promote a secure working environment
