Senior Vice President of Finance, IT & ProcurementAffordable Housing Finance Executive | Public Housing Authority Leadership | New Haven, CTLead the financial strategy behind affordable housing and community impact in New Haven.Elm City Communities, the Housing Authority of the City of New Haven, is seeking an experienced and visionary Senior Vice President of Finance, IT & Procurement to lead enterprise financial operations, technology strategy, compliance, procurement, and long-term capital planning for one of Connecticut's most impactful public housing organizations.This executive leadership opportunity is ideal for a CPA or senior finance executive with deep experience in affordable housing, public housing authorities, HUD-regulated environments, nonprofit finance, mixed-finance development, or government-related financial operations.

The role offers the opportunity to shape financial strategy, modernize enterprise systems, oversee procurement and compliance, and support transformational housing and community development initiatives across New Haven.About the RoleReporting directly to the President, the Senior Vice President of Finance, IT & Procurement serves as a key member of the executive leadership team and principal advisor on all matters related to financial stewardship, budgeting, auditing, compliance, information technology, and procurement operations.This leader will oversee enterprise-wide financial management for a complex, HUD-regulated organization managing public and private funding streams, capital improvement initiatives, affordable housing development projects, and technology modernization efforts. The position also provides strategic oversight of finance teams, IT operations, procurement functions, audit readiness, risk management, and regulatory compliance.The ideal candidate is a strategic and operational finance leader who can balance executive-level planning with strong technical expertise in public sector finance, nonprofit accounting, affordable housing finance, and enterprise systems management.Key Areas of LeadershipFinancial Management, Compliance & Audit OversightOversee audits, internal controls, financial reporting, risk management, and regulatory complianceServe as liaison to auditors, federal partners, and financial stakeholdersEnsure accurate and timely preparation of budgets, financial statements, and compliance reportingAffordable Housing & Development FinanceLead operating, capital, development, and property management budgeting processesSupport mixed-finance development, LIHTC transactions, bond financing, and long-range capital planningPartner with leadership on MTW reporting, strategic planning, and financial forecastingTechnology & Procurement LeadershipOversee enterprise financial systems, ERP modernization, procurement operations, cybersecurity, and systems integrationLead modernization initiatives related to Yardi and other financial or property management systemsEnsure procurement practices promote transparency, fiscal responsibility, and operational efficiencyExecutive & Community LeadershipRepresent Elm City Communities with public agencies, financial institutions, development partners, and community stakeholdersPresent financial and operational information to executive leadership, boards, regulators, and the publicRequired QualificationsMaster's degree in Finance, Business Administration, Public Administration, Accounting, or related fieldMinimum eight years of progressively responsible financial leadership experience in public sector, nonprofit, affordable housing, or government-adjacent organizationsExecutive leadership experience overseeing large operational budgets and multidisciplinary teamsStrong knowledge of HUD programs, public housing finance, mixed-finance transactions, LIHTC, fund accounting, and compliance environmentsExperience leading complex financial operations, audits, enterprise reporting, and strategic planning initiativesStrongly PreferredCertified Public Accountant (CPA)Experience with Yardi financial and property management systemsExperience within a Public Housing Authority or Housing Authority InstrumentalityBackground leading financial systems modernization and enterprise technology initiativesWhy Join Elm City Communities?This is more than a finance leadership role.
