Senior Proposal Manager / WriterRackner is hiring its first dedicated Senior Proposal Manager / Writer to own and build our proposal function. You'll lead end-to-end proposal execution—ensuring submissions are compliant, well-structured, and on time—while helping establish a repeatable approach to how we pursue federal work. This role goes beyond coordination.
You will run the process and contribute directly to writing, working closely with leadership and technical teams to turn complex capabilities into clear, competitive proposals. Today, proposal efforts are distributed across leadership. You'll centralize that work and bring structure, consistency, and quality to how we respond to opportunities across AI, cloud, cybersecurity, and DevSecOps programs.What You'll DoOwn Proposal ExecutionLead the full proposal lifecycle from solicitation release through submissionTranslate RFP requirements into clear structure, timelines, and deliverablesCoordinate across capture, technical teams, and partners to keep work aligned and on trackWrite and Shape ContentWrite and contribute to proposal sections (technical, management, past performance)Translate complex technical concepts into clear, evaluator-friendly languageEnsure consistency in tone, structure, and messagingEnsure Compliance & QualityDevelop compliance matrices and compliant outlinesApply federal requirements (FAR/DFARS, evaluation criteria) to ensure complete and compliant responsesSupport and run structured color team reviews (Pink, Red, Gold)Build Proposal InfrastructureImprove proposal workflows, templates, and shared contentMaintain reusable materials (past performance, resumes, boilerplate, graphics)Organize proposal assets for easier access and reuseDrive Continuous ImprovementBring structure to evolving requirements without slowing deliveryConduct post-submission reviews to improve future responsesTrack proposal pipeline with capture leadership to anticipate workloadWhat We're Looking ForRequired QualificationsExperience leading or contributing significantly to federal proposals end-to-endStrong writing ability with experience developing proposal content (not just editing or coordination)Working knowledge of federal procurement processes (FAR/DFARS, evaluation criteria, compliance)Experience managing multiple proposals or deadlines in parallelAbility to work across technical and non-technical stakeholdersComfortable operating in a growing, evolving environment with increasing structurePreferred QualificationsExperience supporting DoD or Federal Civilian proposalsExposure to technical domains such as cloud, cybersecurity, DevSecOps, or AI/MLExperience with proposal tools (e.g., SharePoint, GovWin, or similar)Familiarity with color team review processesAPMP certification (or similar)Clearance & Work AuthorizationMust be legally authorized to support U.S.
