Position Overview
Dfuse Technologies, Inc. is seeking a Senior Program Manager to lead the execution of a complex Department of War program supporting mission operations, information technology, and related technical services. The Senior Program Manager will provide overall leadership and accountability for contract performance, personnel, financial management, schedules, service quality, and customer satisfaction.
This individual will serve as the company’s principal program interface with the government customer and coordinate the efforts of employees, subcontractors, and corporate support functions. The successful candidate will translate customer requirements into executable plans, guide multidisciplinary teams, manage risks, and ensure program activities meet contractual obligations and mission priorities.
Key Responsibilities
Program Leadership and Contract Execution
- Lead program execution from transition and mobilization through ongoing delivery, contract modifications, and closeout, as applicable.
- Develop and maintain program management plans, integrated schedules, staffing plans, performance measures, and reporting processes.
- Ensure services and deliverables meet contractual requirements for scope, quality, schedule, and cost.
- Coordinate work across technical, operational, administrative, and subcontractor teams.
- Establish clear responsibilities, priorities, and accountability for program managers, task leads, and team members.
- Identify execution challenges, evaluate their effect on mission outcomes, and implement corrective actions.
- Manage changes to program scope, schedules, and resources through established contractual and company processes.
Government Customer and Stakeholder Engagement
- Serve as the primary company point of contact for government program leadership and designated contracting representatives.
- Build effective working relationships with government stakeholders, mission partners, subcontractors, and company leadership.
- Lead program reviews, performance briefings, planning sessions, and issue-resolution meetings.
- Provide timely, accurate information on program status, risks, resource requirements, and recommended actions.
- Translate mission needs and customer priorities into coordinated program activities.
- Coordinate contractual matters with the company’s contracts organization and ensure commitments remain within delegated authority.
Financial and Resource Management
- Manage program budgets, staffing allocations, financial forecasts, and cost performance.
- Monitor expenditures, funding availability, labor utilization, and subcontractor costs.
- Prepare and review estimates to complete and estimates at completion, as applicable.
- Coordinate with finance and contracts personnel to support accurate invoicing, financial reporting, and funding management.
- Anticipate resource constraints and recommend adjustments to maintain performance.
- Balance mission requirements, delivery commitments, and company financial objectives.
Personnel and Subcontractor Leadership
- Lead and develop a multidisciplinary workforce, including technical personnel, operational staff, and subordinate managers.
- Coordinate recruiting, onboarding, workforce planning, succession planning, and employee development.
- Ensure personnel meet applicable qualifications, clearance requirements, and customer access requirements.
- Establish performance expectations and address staffing or performance issues promptly.
- Oversee subcontractor performance, deliverables, staffing, and coordination with the broader program team.
- Promote professional conduct, effective communication, and collaboration across the program.
Technical and Service Delivery Oversight
- Provide management oversight of IT operations, infrastructure support, systems engineering, cybersecurity, and other technical activities included in the contract.
- Work with technical leads to ensure proposed solutions and operational decisions support customer requirements.
- Monitor service levels, key performance indicators, system availability, incident trends, and customer satisfaction, as applicable.
- Support disciplined incident, problem, change, configuration, and continual improvement practices.
- Coordinate modernization activities and service transitions to manage disruption to mission operations.
- Ensure technical issues requiring management attention receive appropriate resources and timely resolution.
Risk, Quality, Security, and Compliance
- Maintain a program risk and issue management process, including mitigation plans, responsible owners, and escalation criteria.
- Oversee quality assurance activities and verify the completeness and accuracy of contract deliverables.
- Ensure program execution follows applicable contract provisions, company policies, government requirements, and security procedures.
- Coordinate with security personnel to support the proper handling and protection of classified and sensitive information.
- Support audits, inspections, customer assessments, and corrective action tracking.
- Identify opportunities to improve program efficiency, service quality, and mission effectiveness.
Required Qualifications:
- Bachelor’s degree in business, management, engineering, computer science, or information systems, with at least 10 years of relevant professional experience.
- Master of Business Administration (MBA) or a relevant technical master’s degree, with at least 6 years of relevant professional experience**.
- An equivalent combination of relevant military or professional experience, including qualifying military service, that demonstrates comparable preparation for the responsibilities of this position. Relevant experience should demonstrate progressively responsible leadership in program or project management, operational management, technical service delivery, or comparable complex organizational activities.
- Qualifying military experience may include program or project management, operational leadership, budget and resource management, acquisition, or oversight of complex missions and teams. Military experience will be evaluated based on the scope of responsibilities, leadership accountability, complexity of assignments, and relevance to the program.
- Ability to obtain a Top-Secret security clearance
- Demonstrated ability to lead complex programs or operations involving multiple teams, competing priorities, and significant resource requirements.
- Experience managing schedules, budgets, staffing, risks, and performance outcomes.
- Ability to communicate effectively with senior leaders, government stakeholders, technical personnel, and business support teams.
- Strong analytical, organizational, negotiation, and problem-solving skills.
- Ability to prepare clear management reports, briefings, and recommendations.
- Sound judgment when handling sensitive information, resolving issues, and making decisions affecting program performance.

- Project Management Professional (PMP) certification
- ITIL Foundation v4 certification
- CompTIA Security+ certification
