Department Overview

UC Systemwide Procurement is the procurement/supply chain hub for the University of California system, managing over $10 billion in annual spend. It partners with campus procurement offices to develop and implement system‑wide supply chain strategies and policies that leverage UC's purchasing power to optimize spend, reduce costs, and create positive social and environmental impact.

Position Summary

This Product Management role is focused on Source‑to‑Contract technologies and related procurement systems. Working under the Director of Procurement Systems, the Product Manager defines, delivers, and continually improves product solutions that solve customer and business problems. The role creates product vision, translates strategy into actionable requirements, and works cross‑functionally to ensure successful delivery and adoption across UC campuses and the Office of the President.

Key Responsibilities

  1. 25% Product Strategy & Roadmap
    • Define and maintain the integrated product roadmap across all six S2C technologies.
    • Ensure alignment with the SWP strategic initiatives, procurement strategy, and enterprise data priorities.
    • Identify capability technology gaps and opportunities for automation, AI enablement, and platform innovation.
    • Balance short‑term delivery needs with long‑term platform scalability.
  2. 25% Delivery & Execution Leadership
    • Support program leadership in program planning, roadmap alignment, and milestone readiness.
    • Oversee end‑to‑end implementations, prepare impact assessments for enhancements, integrations, and rollouts.
    • Translate business needs into clear product requirements, user stories, and acceptance criteria.
    • Partner closely with IT, technology providers, and system integrators.
    • Identify cross‑technology impacts prior to release and coordinate readiness activities.
  3. 20% Stakeholder & Change Management
    • Serve as the primary liaison between Procurement, Legal, IT, Finance, and other stakeholders.
    • Gather and prioritize requirements from business stakeholders, internal and external users, and leadership.
    • Facilitate requirements workshops, design sessions, and decision forums.
    • Partner with change management and training resources to design end‑user trainings and drive adoption.
    • Communicate roadmap progress, risks, and outcomes to leadership.
    • Act as the voice of the customer, ensuring solutions are intuitive, valuable, and impactful.
    • Facilitate alignment across leadership, engineering, design, operations, and other technology partners.
  4. 20% Data, AI & Continuous Improvement
    • Champion AI, ML, and LLM capabilities across the S2C ecosystem.
    • Ensure responsible AI adoption aligned with enterprise data governance standards.
    • Define and monitor KPIs for product performance and outcomes, adoption, efficiency, value realization, and user experience.
    • Drive continuous improvement based on usage data, analytics, and stakeholder feedback.
    • Monitor adoption, usage, and value realization post‑launch.
  5. 10% Professional Development and Campus Activities
    • Pursue continuous professional growth through active participation in skill development and training as appropriate.
    • Represent UC by participating in system‑wide and home campus organizational activities, committees, and departmental events.
    • Participate fully in unit staff meetings and relevant campus activities.
    • Demonstrate professionalism in attire, attitude, behavior, and collaboration.
    • Perform other reasonably related duties as requested by supervisors or leadership.
    • Assist and support colleagues during peak workload as approved by supervisors.

Experience

Required Qualifications

  • Minimum 10 years of experience in product management, procurement systems, or technology delivery.
  • Strong understanding of Source‑to‑Contract or Source‑to‑Pay processes.
  • Experience working in Agile, hybrid, or enterprise delivery environments.
  • Proven ability to manage complex, cross‑functional initiatives.

Preferred Qualifications

  • Minimum 1 year of experience with procurement platforms such as Coupa, Ariba, Jaggaer, Oracle, or GEP.
  • Experience with spend analytics, CLM, sourcing, or SRM tools.
  • Familiarity with AI/ML applications in procurement and contract intelligence.

Skills and Abilities

Required Qualifications

  • Advanced knowledge of business and process analysis functions.
  • Advanced knowledge of related areas of IT.
  • Knowledge of process and software design across the organization.
  • Advanced skills and methodologies for process and software design, modification, and implementation.
  • Ability to develop process and system implementation plans.
  • Experience with process analysis, systems analysis, and architecture methodologies including waterfall, Agile, Scrum, UML, etc.
  • Proficiency in use‑case modeling, user‑story creation, and documentation standards.
  • Ability to work with diverse stakeholders.
  • Self‑motivated, independent, and collaborative.
  • Strong problem‑solving skills and effective communication with technical and non‑technical personnel.
  • Testing and test‑planning skills.

Education

Required Qualifications

  • Bachelor’s degree in Business, Technology, Information Systems, or a related field.

Preferred Qualifications

  • PMP, CSM, or product‑management certification.

Travel Requirements

5%.

Special Conditions

  • Hybrid work arrangement: Must work on‑site at UCOP, Oakland, CA on Tuesdays and Wednesdays, subject to change.
  • Candidate must reside in the State of California.

Salary and Benefits

  • Job Title: Business Systems Analyst 5

  • Payscale: $163,000 – $185,000, commensurate with experience.
  • Benefits: Comprehensive benefits package offered by the University.
