The Bloomberg Center for Public Innovation at Johns HopkinsUniversity (the Center) seeks a Senior Manager, Strategic Program Evaluation to lead the Center’s monitoring,evaluation, and learning agenda. This role will shape the Center’sapproach to performance measurement, evaluation planning, andevidence used across its portfolio of technical assistance tocities, training programs for local government officials, peerlearning opportunities, public innovation research, andexperiential learning. The Senior Manager will oversee the fullportfolio of monitoring and evaluation activities, ensuring thatinsights are timely, rigorous, and actionable, and thatrecommendations are translated into program improvements across theCenter. Working closely with Center leadership, program teams, andfunding partners, the Senior Manager will help embed a culture ofcontinuous learning, accountability, and strategic decision-makingacross the organization. Structurally, the Senior Manager will be amember of the Data & Insights team and provide high-qualityservices to Center staff to enable the Center’s success.

The Center is housed within the new Johns HopkinsSchool of Government and Policy.
General Summary
The Senior Manager, Strategic Program Evaluation reports to theDeputy Executive Director and leads the Center’s monitoring,evaluation, and learning strategy, ensuring evidence is used tostrengthen program design, guide resource allocation, and supportcontinuous improvement across the center’s portfolio. The SeniorManager builds a culture of learning and accountability bysupporting strategic planning, overseeing program evaluations, andhelping decision-makers interpret data and evidence. The rolemanages all external evaluation work, including defining scopes ofwork for assessments of past training and learning activities, anddesigns and refines reporting processes for funders by identifying the data needed to track progress and measure program success.
Specific Duties & Responsibilities
Architecting and Implementing the Evaluation Strategy &Framework
- Design and lead the Center’s monitoring, evaluation, andlearning strategy, including the design and execution ofmixed-methods evaluation, ongoing performance monitoring, datacollection, validation, analysis, and reporting.
- Design, implement, and supervise program evaluations andmonitoring systems that inform the Center’s monthly, quarterly andgrant-cycle reporting and enhance the Center’s decision-makingcapabilities.
- Develop and steward a multi-year evaluation agenda andmonitoring framework that aligns with the Center’s strategicpriorities, program portfolio, and funding requirements, and thatsupports continuous learning and adaptation over time.
- Manage the end-to-end evaluation process (design,implementation, closeout, integration of lessons into programdesign and implementation) in coordination with program teams andCenter leadership.
- Work closely with program teams and partners to ensure theevaluation process is collaborative and aligned with programgoals.
- Design scopes of work and manage external evaluators,contractors, and consultants to ensure timely delivery of rigorous,high-quality outputs and actionable insights.
- Maintain and refine the evaluation framework to ensure itremains relevant, practical, and effective.
Synthesizing Lessons and Solutions
- Identify cross-program and cross-sector lessons to informimprovements, adaptations, and scaling of successful publicinnovation efforts.
- Develop clear, executive-ready dashboards, visualizations, andlearning products that translate complex data into accessibleinsights for senior leadership, program teams, and fundingpartners.
- Analyze qualitative and quantitative evidence to identifypatterns, insights, and opportunities for action.
- Translate findings into practical, actionablerecommendations.
- Use key outcomes, metrics, and KPIs to recommend solutionsaligned with the Center’s strategic goals.
- Advise Center leadership by using evidence and availableresources to recommend priorities, tradeoffs, and improvements thatadvance the Center’s mission and operational effectiveness.
- Recommend and support improvements to systems, processes, andworkflows that strengthen the Center’s ability to learn, adapt, anddeliver high-quality, data-informed work.
Minimum Qualifications
- Bachelor's Degree.
- Seven years of related experience, including three years ofmonitoring and evaluation or data analytics experience.
- Additional education may substitute for required experience,and additional related experience may substitute for requirededucation beyond a high school diploma/graduation equivalent, tothe extent permitted by the JHU equivalency formula.
Preferred Qualifications
- Master’s Degree in a related field or equivalent combination ofeducation and progressively responsible experience.
- Demonstrated ability to bring both analytical rigor andcreative problem-solving to the design and implementation ofmonitoring, evaluation, and learning products.
- Proven experience planning, coordinating, and leadingevaluation initiatives from concept through delivery, includingdefining objectives, timelines, deliverables, and resourceneeds.
- Strong capability to align evaluation methods and performancemeasurement frameworks with organizational goals, define meaningfulKPIs, and prioritize analyses that inform strategy, implementation,and continuous improvement.
- Excellent written and verbal communication skills, includingthe ability to synthesize complex findings into clear andcompelling reports and presentations for diverse stakeholders.
- Strong facilitation, partnership-building, and influenceskills, with the ability to build trust and drive adoption ofevaluation insights across program teams, senior leadership, andexternal partners.
- Demonstrated ability to analyze quantitative and qualitativedata, identify patterns and implications, and translate evidenceinto actionable recommendations for organizational and programimprovement.
- Hands-on experience with business intelligence and datavisualization tools such as Power BI, Tableau, and Airtable, aswell as data platforms used to query, prepare, and validate datafor performance measurement, trend analysis, and reporting.
