Hector Systems Inc. is seeking Senior Mainframe Modernization Engineers to support a long-term Federal modernization program in Baltimore, MD . We are looking for experienced professionals with deep expertise in COBOL, JCL, CICS, DB2, VSAM, legacy application modernization, Java, Python, REST APIs, cloud migration, and enterprise modernization initiatives .
This position requires 100% onsite work (5 days/week) in Baltimore, MD.
Responsibilities
- Analyze existing mainframe applications, business logic, batch jobs, interfaces, and data flows.
- Lead and support legacy modernization initiatives including application migration, code conversion, refactoring, and re-platforming.
- Modernize COBOL, JCL, CICS, DB2, VSAM, and IMS applications into Java, Python, REST APIs, microservices, or cloud-ready platforms.
- Collaborate with architects, developers, business analysts, QA teams, and federal stakeholders to define modernization strategies.
- Document current-state and future-state architecture, interface specifications, business rules, and migration plans.
- Support data migration, API enablement, batch modernization, and integration with modern enterprise platforms.
- Participate in code reviews, unit testing, system testing, performance validation, and production implementation.
- Identify technical risks, modernization opportunities, and optimization strategies for legacy systems.
Required Qualifications
- 10+ years of professional IT experience.
- Strong hands-on experience with COBOL, JCL, CICS, DB2, VSAM, IMS, or other IBM mainframe technologies.
- Proven experience in Mainframe Modernization, Legacy Transformation, Application Migration, or Code Conversion projects.
- Experience integrating or converting mainframe applications using Java, Python, REST APIs, Microservices, or Cloud technologies.
- Strong understanding of batch processing, online transaction processing (OLTP), file processing, and database access patterns.
- Experience with DB2, relational databases, data migration, and interface modernization.
- Ability to analyze legacy code, extract business rules, and document system behavior.
- Excellent communication, problem-solving, and client-facing skills.
- Experience working in Agile/Scrum environments.
Preferred Qualifications
- Experience supporting Federal, State Government, Financial Services, Healthcare, or large Enterprise modernization programs.
- Experience with Cloud Migration (AWS, Azure, or GCP).
- Knowledge of CI/CD pipelines, DevOps, Git, and automated deployment processes.
