Brief Job Description: The Senior Java Developer (Programmer V) will work on full‑stack Java applications on HHSC’s cloud (Azure/AWS) platform within an Agile (Scrum) environment. This is a hands‑on role that will provide technical direction to team members in addition to their own development tasks. A successful candidate will have hands‑on experience programming full‑stack Java applications on the industry’s leading open‑source platforms and cloud‑based technologies. Mentorship of junior developers is a key requirement of this role. Supports applications in multiple environments with coding, testing, peer reviews, documentation, defect root‑cause analysis, and troubleshooting as required. Maintaining code coverage, testing, and security policies and procedures is required. Available for on‑call support as needed. Other duties as assigned and required by the unit operations.
Must be willing to work from an HHS office designated by the hiring manager 3 or more days per week located in Austin, TX.
Essential Job Functions
- Oversees the proper direction for the architectural design, planning, production support, and customer services for custom software systems, existing production & development applications, and statewide and interagency interfaces. (35%)
- Oversees the coding, testing, and debugging of programs and the preparation of test data. (20%)
- Provides technical advice and assistance to management and technical staff in matters related to analysis and programming activities. Provides advanced business process expertise in analysis and design support to business process interfaces with various external agencies and service providers. (20%)
- Assists in the planning, scheduling, assigning and coordinating of analysis and programming activities. This assistance includes analysis and design consultations with business analysts and the application architect to ensure the conceptual and design phases of new applications are aligned with the agency’s methods of working in code design. Assists in developing standards and procedures for programming staff. (10%)
- Formulates business policies, procedures, and standards consistent with the agency standardization efforts within HHSC and provides ongoing communications and coordination with agency project managers and subject matter experts to resolve issues or potential issues while promoting adherence to sound development standards and solutions. (10%)

Knowledge, Skills, and Abilities
- Deep understanding of computer programming principles, practices, and techniques, particularly in Java, JDBC, Spring Boot, Angular, or React.
- Experience as a software architect or in a software architecture team, providing technical leadership, guidance, mentorship, and consensus building.
- Extensive experience leading development staff in the delivery and implementation of applications and IT systems.
- Knowledge of multi‑tier system development and building and supporting mission‑critical applications in highly distributed environments.
- Familiarity with configuration management concepts and tools.
- Knowledge of common design practices and standards associated with application accessibility (508, JAWS).
- Excellent verbal and written communication skills, and ability to document issues and prepare concise reports.
- Ability to facilitate meetings with multiple customers and technical staff, build consensus, and mediate compromises.
- Ability to develop and manage project schedules for analysis, development, and final deliverables.
- Proficiency in coding, testing, and debugging computer programs.
Initial Screening Criteria
- Graduation from a four‑year college or university with major coursework in business, communications, computer science, computer information systems, management information systems, or a related field.
- Minimum of 8 years of experience in Object‑Oriented Programming (OOP) in Java (Core Java, JDBC, Spring Boot, Angular, or React), designing enterprise applications and services, leading enterprise Java development teams, and developing on the J2EE platform.
- Minimum of 8 years of experience with microservices architecture and RESTful API development.
- Minimum of 8 years of experience in Spring Aspect‑Oriented Programming (e.g., transaction management and security).
- Minimum of 8 years of experience in writing SQL for relational and NoSQL databases.
- Minimum of 8 years of experience with React or Angular UI framework.
- Minimum of 4 years of experience with PowerBI.
- Minimum of 4 years of experience with continuous integration and continuous deployment (CI/CD) pipelines using tools such as Jenkins, GitLab, or GitHub Actions.
- Minimum of 3 years of software development using Agile methodology (Scrum).
- Minimum of 2 years with Crystal Reports.
Preferred Experience
- Experience with testing frameworks such as JUnit, Mockito, and Selenium.
- Experience with containerization technologies like Docker and orchestration tools like Kubernetes.
- Experience with continuous integration and continuous deployment (CI/CD) pipelines using tools such as Jenkins, GitLab, or GitHub Actions.
