Senior IT Solutions Architect - Cloud ArchitectThe Executive Office of Education (EOE) seeks a Senior Solutions Architect to join a team charged with developing and executing a plan to rationalize and modernize the Department of Early Education and Care’s (EEC) application portfolio. Working as a member of the EOE Integrated Digital Data Services (IDDS) team in coordination with EEC and the Executive Office of Technology Services and Security (EOTSS), the Senior Solutions Architect will help transform EEC’s service delivery model toward enabling its key stakeholders (families, early education and care providers, and educators) to access information, perform business functions, and receive support through curated experiences in a single digital space: childcare.mass.gov.The envisioned future state are portals for each stakeholder group and a dedicated abstraction layer between the portals and the agency’s custom applications, built by the IDDS team, that will enable EECs to build and refine user experiences quickly based on defined business objectives. The Senior Solutions Architect will play a critical role in rationalizing EEC’s underlying applications through strategic build/buy/evolve decisions that conform to EOE’s strategy for supporting and maintaining applications across the EOE technology stack which includes, in addition to EEC, the Children’s Trust Foundation (CTF), the Department of Elementary and Secondary Education (DESE), and the Department of Higher Education (DHE).
A key aspect of application modernization is developing and implementing data taxonomies and standards that greatly improve data quality and portability in the Secretariat.Reporting to the Secretariat Chief Information Officer (SCIO) as a member of the IDDS team, the Senior Solutions Architect will serve on the EOE Architecture Review Board (ARB), participate in Secretariat-wide strategic planning with senior leaders at EOE, escalate all technical decisions to the ARB, and lend expertise in providing an independent, vendor-agnostic perspective on all architectural decisions.Responsibilities:Analyze cloud technology footprint and provide “right-sizing” recommendations based on cost and performanceArchitect cloud-hosted and cloud-native solutions to modernize an aging application portfolioIdentify SaaS solutions to meet business needsUtilize low code/no code frameworks to rationalize and modernize candidate applications from the portfolio where SaaS is not feasibleRecommend optimization of expenditures on hardware and software based on utilizationConduct hands-on research and provide recommendations for modernization and cost optimization of the technology stackPerform and assist in developing and implementing a Secretariat wide data strategyDevelop future state architectural diagramRequired Experience:Bachelor's degree from accredited college or university in Computer Science, Computer Engineering, Management Information Systems and/or equivalent work experienceWorking experience with project teams that follow an implementation of SAFe, Scrum, or a similar Agile frameworkExperience working with Web Applications, Relational Databases, Middleware/ESB and Integration technologyKnowledge of Enterprise Application Integration patterns and synchronous/asynchronous and event driven processing5+ years working knowledge of core AWS Services such as EC2, RDS, ELB/NLB/ALB Load Balancers, API Gateway, S3Experience with Cloud DevOps processes and tooling (e.g., Terraform, CloudFormation, GitHub)Knowledge of traditional ETL/ELT techniques as well as cloud-based data pipelines (e.g., AWS DMS, AWS Glue, Kafka, MS SSIS)Understanding of securing resources in cloud environment, specifically in AWS (e.g., VPC, network routing rules, security groups, S3 bucket policy)Knowledge of Microsoft Windows and application stack such as MS IIS, MS SQL Server, and MS Report ServerAbility to review existing applications to understand architecture and dependencies on other systemsFamiliarity with cloud-native serverless technologies such as AWS Lambda, AWS DynamoDB, S3.Experience working with and migrating a variety of backend data sources (e.g., SQL Server, Oracle, MySQL, Postgres, DynamoDB)Understanding of common file formats such as JSON, XML, CSVUnderstanding of Scaled Agile Framework (SAFe®) methodologies, Jira, and GitHub5+ years’ experience using scripting tools to automate tasks (Windows PowerShell, Bash, Python, Perl)Experience working with source code management tools to retrieve and review code (e.g., GitHub, Bitbucket)Desired Experience:Knowledge of and experience with government security regulations, standards, and processes including FISMA, FIPS, NIST, and FedRAMP is a plusFamiliarity with management of Salesforce applications is a plus
