As EOE strives to improve the delivery of IT services, we seek an experienced Senior IT Portfolio & Program Manager to manage the full catalog of projects in their assigned agency as the de facto agency CIO, including participating in strategic planning with senior agency leadership, acting as the business liaison between the agency and EOE, and representing the agency and EOE to other state agencies, including but not limited to the Executive Office of Technology Services and Security (EOTSS). This position reports directly to the EOE Secretariat Chief Information Officer (SCIO). This role will operate within a matrixed organizational structure. The incumbent of this role will collaborate with peers across the Secretariat and oversee project managers within their assigned agency to execute projects on time, on budget, and on target to meet agency and EOE priorities. This individual must have a strong grasp of Scaled Agile Framework (SAFe) principles and practices.

Role Overview

The Senior IT Program and Portfolio Manager is responsible for ensuring that agency technology work is well governed, strategically aligned, financially transparent, and effectively delivered. The role sits at the intersection of agency strategy, product management, service design, IT delivery, fiscal planning, procurement, vendor management, and operations.

The person in this role will help agencies move from a project-by-project approach toward a more mature product and service mindset. This includes helping agency leadership and business owners define outcomes, understand user and constituent needs, develop roadmaps, prioritize backlogs, measure value, and make informed trade-offs about scope, timing, cost, and risk.

The primary work location for this role will be at 135 Santilli Hwy, Everett, Massachusetts 02149. The work schedule for this position is Monday through Friday, 9AM to 5PM EST. This position is expected to follow a hybrid model of reporting to work that combines in-office workdays and work from home days as needed. Occasional local travel may be required.

The Senior IT Program and Portfolio Manager serves as the strategic technology partner for assigned agencies, helping align business priorities with IT delivery. The role clarifies responsibilities across agency leadership, product and business owners, and EOE IT:

  • Agency leadership defines business goals, policy priorities, outcomes, funding, and sponsorship.
  • Business and product owners define what capabilities and services are needed to meet user and constituent needs.
  • EOE IT determines how technology solutions are designed, built, secured, delivered, operated, and supported.

The Senior IT Program and Portfolio Manager ensures these groups work together effectively by translating business priorities into technology initiatives, communicating technical decisions in business terms, and aligning delivery with strategic objectives.

Strategic Planning & Agency Partnership

  • Partner with agency leadership to develop technology roadmaps aligned with business priorities.
  • Promote product management practices, service ownership, and continuous improvement.
  • Serve as a trusted advisor on IT strategy, risks, and opportunities.
  • Represent agency priorities in Secretariat-wide planning.
  • Champion enterprise standards, shared services, and cross-agency collaboration.

Service Design & Business Translation

  • Promote user-centered, accessible, and outcome-focused service design.
  • Identify service improvements, business process opportunities, and operational efficiencies.
  • Translate business needs into clear technology requirements and delivery priorities.
  • Communicate technical concepts and risks in business terms.
  • Ensure solutions are secure, scalable, maintainable, and accessible.
  • Manage the agency technology portfolio and align investments with strategic priorities.
  • Lead intake, governance, prioritization, and portfolio planning.
  • Evaluate initiatives based on business value, funding, capacity, dependencies, and risk.
  • Monitor portfolio health using dashboards and portfolio management tools.
  • Supervise project managers, business analysts, and vendor teams.
  • Oversee project execution, Agile delivery, releases, and stakeholder communications.
  • Ensure projects meet scope, schedule, budget, quality, and business objectives.
  • Coordinate across agency leaders, technical teams, security, and vendors.

Budget & Investment Management

  • Develop and manage IT budgets, funding strategies, and investment plans.
  • Track technology costs, funding sources, and long-term financial commitments.
  • Support procurement planning and promote cost-effective technology investments.
  • Lead or support IT procurements and contract development.
  • Manage vendor performance, deliverables, budgets, and contract compliance.
  • Ensure vendor work aligns with business priorities, technical standards, and project outcomes.

Operations & Enterprise Alignment

  • Coordinate with EOTSS, security, shared services, and operational teams.
  • Ensure compliance with security, privacy, accessibility, and governance requirements.
  • Promote shared platforms, reusable solutions, and sustainable operational support.
  • Help agencies understand the operational impacts of technology decisions, including support, training, staffing, and long-term maintenance.

Preferred Knowledge, Skills, and Abilities:

  • Six (6) to ten (10) or more years of progressive experience in senior IT product, portfolio, program, or technology management roles, with a demonstrated ability to lead complex, deadline-driven initiatives, preferably in the public sector.
  • Five (5) or more years of leadership experience managing or mentoring project managers, business analysts, product teams, vendors, and cross-functional teams within a large, matrixed organization.
  • Strong knowledge of product management principles, including product vision, roadmaps, backlogs, user-centered prioritization, outcome measurement, and continuous improvement.
  • Demonstrated ability to foster a product mindset among business leaders and agency stakeholders, aligning technology investments with organizational priorities, constituent outcomes, and measurable business value.
  • Knowledge of service design principles, including user research, journey mapping, usability, accessibility, process improvement, and end-to-end service delivery for constituent-facing services.
  • Strong understanding of IT strategy, portfolio management, Agile and project delivery methodologies, budgeting, procurement, vendor management, and operational service delivery.
  • Experience managing technology portfolios and investments across multiple funding sources, including operating, capital, federal, and grant funding, while maintaining portfolio-level visibility into products, services, projects, systems, vendors, funding, risks, and dependencies.
  • Experience managing vendors and contracts, including developing scopes of work, evaluating deliverables, reviewing invoices, monitoring performance, and ensuring contractual compliance.
  • Experience leading project managers and business analysts by establishing delivery standards, coaching teams, reviewing work products, and aligning execution with portfolio priorities.
  • Experience leading organizational change initiatives, including stakeholder engagement, communications, training, adoption planning, risk management, and change management.
  • Working knowledge of enterprise architecture, data architecture, cybersecurity, identity and access management, cloud services, application modernization, accessibility, shared services, data warehousing, analytics, and data visualization technologies.
  • Familiarity with modern collaboration and delivery platforms such as Jira, Confluence, GitHub, Microsoft 365, Power BI, Snowflake, content management systems, and software testing tools.
  • Excellent interpersonal, facilitation, written and verbal communication, and presentation skills, with the ability to build consensus, navigate ambiguity, manage competing priorities, and communicate effectively with both technical and non-technical audiences.
  • Demonstrated ability to translate business needs into actionable technology solutions and communicate complex technical concepts to diverse stakeholders.
