The Senior Financial Analyst will support financial management of the clients portfolio.
Responsibilities include:
- Budgeting, forecasting, reporting, and expenditure monitoring
- Financial process improvement across multiple technology programs and funding sources
- Serving as the primary financial resource for assigned programs
- Ensuring compliance with Commonwealth and federal financial requirements
- Working independently with minimal onboarding
- Collaborating with leadership, program managers, and administrative partners
- Reports to: Director of Program Planning and Administration.
Primary Responsibilities
Financial Planning, Budget Development, and Forecasting
- Lead operating budgets, spending plans, and forecasts
- Analyze budget-to-actual performance and recommend adjustments
- Develop financial projections for budgets and federal APDs
- Monitor expenditures across appropriations, contracts, and initiatives
- Support fiscal year closeout activities
- Analyze complex financial data to identify trends and risks
- Prepare recurring/ad hoc reports, expenditure analyses, and forecasts
- Develop standardized reporting templates, dashboards, and tools
- Perform reconciliations and validate financial information
- Support state and federal reporting requirements
- Recommend improvements to financial processes and internal controls
- Act as financial liaison between MassHealth IT and Commonwealth partners
- Lead financial activities for budgets, spending plans, and federal funding submissions
- Review vendor invoices for compliance with contracts and funding
- Monitor contract expenditures and encumbrances
- Execute expenditure adjustments and funding reallocations
- Prepare documentation for audits and federal reviews
- Respond to ad hoc financial inquiries
- Support procurement planning with cost estimates and funding analyses
- Recommend enhancements to reporting, documentation, and controls
- Bachelor's degree in Finance, Accounting, Business Administration, Public Administration, Economics, or related field (or equivalent experience)
- 5+ years of professional experience in financial management, budgeting, forecasting, accounting, auditing, or reporting
- Experience coordinating financial activities across multiple projects/programs
- Knowledge of governmental budgeting, reporting, internal controls, and expenditure management
- Ability to analyze complex financial data and develop recommendations
- Advanced proficiency with Microsoft Excel (financial modeling, PivotTables, advanced formulas)
- Strong analytical, organizational, and problem-solving skills
- Ability to manage multiple priorities and meet deadlines
- Excellent written and verbal communication skills
- Ability to build effective relationships across organizational boundaries
- Master's degree in Finance, Accounting, Business Administration, Public Administration, or related discipline
- CPA, CGFM, PMP, or other relevant certification
- Experience with Commonwealth of Massachusetts or large public-sector organizations
- Familiarity with Commonwealth budgeting, accounting, procurement, or federal funding processes
- Experience supporting large technology initiatives or enterprise IT organizations
- Knowledge of federal cost allocation methodologies and Medicaid claiming
- Experience with SharePoint, Jira, Power BI, or similar tools
- Experience developing standardized reporting tools, dashboards, or metrics
