Senior Energy Policy Analyst (Flexible Work Location)ProSidian Consulting is looking for a Senior Energy Policy Analyst in CONUS/OCONUS - Washington, DC to support an engagement for an independent agency of the United States Federal Govt. that is concerned with the United States' policies regarding energy and safety in handling nuclear material. The agency has a mission to lead national efforts to modernize the electric grid; enhance security and reliability of the energy infrastructure; and facilitate recovery from disruptions to energy supply.The ProSidian Engagement Team Members work to provide financial, technical, analytical, modeling, project management, and communications support to meet on-going requirements within the agency.
Key workstream coverage for the ProSidian Engagement Team includes but not limited to budget and financial systems support, human capital technical support, CBO financial reporting, advanced grid research and development technical and analytical support, and transmission permitting and technical assistance.Senior Energy Policy Analyst Candidates shall work to support requirements for program support and primary role is to provide management and oversight support for advanced grid research and development and be requested to provide technical and/or analytical assessments of grid reliability and resilience utilizing the deployment and integration of advanced technologies.Responsibilities include collaborating and working with contractors, federal personnel, stakeholders, and other federal and government agencies; conducting policy research, applying policy guidance to program planning, and preparing technical papers, presentations and briefing materials for senior DOE management; providing both classified and unclassified support in a number of critical areas, including international; providing analytical expertise, conducting policy research and providing technical and financial management support to prepare drafts of critical policy statements; providing policy analysis on relevant energy sector topics like energy security, resiliency and survivability of critical energy assets and energy infrastructure during or after an energy event; managing discrete policy research projects and tasks through completion according to established budgets and level of effort, schedule, and deliverable specifications; planning, executing, monitoring, and completing work in accordance with the quality standards and requirements specified for all projects and tasks; establishing and adhering to all contractor budget and spending controls to meet all contractual deliverables, milestones and scheduled due dates; assisting in the review and drafting of decision papers regarding internal Departmental policy positions as well as other agency policy statements and directives; writing, preparing formal presentations, and providing program-level communications.The Senior Energy Policy Analyst shall have consecutive employment in a position with comparable responsibilities within the past five (5) years, must be able to use a computer to communicate via email; and proficient in Microsoft Office Products (Word/Excel/Power point) and related tools and technology required for the position. Work products shall be thorough, accurate, appropriately documented, and comply with established criteria. The candidate shall ensure that duties are performed in a competent and professional manner that meets milestones/delivery schedules as outlined.A Master's degree with ten years of energy policy experience.
The Senior Energy Policy Analyst must have knowledge of energy policies, federal agency initiatives and exercises. Government consulting experience is preferred.May be required to obtain a current Top Secret (TS)/DOE "Q" or TS/Q Sensitive Compartmented Information (SCI) Clearance.TRAVEL: Travel as coordinated with the technical point of contact and approved in writing by the Contracting Officer in advance, is allowed, in accordance with Federal Travel Regulations.
